Capitol Notes. Sir. C. W. Cllsbee, on? of the reading clerks o f the House of Representatives, who was prostrated by the heat last week, has had a relapso and Is much worse to-day. In the Senate this afternoon, on motion of Mr. Bayard, new conferees were ordered ou the Japan ese indemnity bill. the house committee on the judiciary to-day directed Chairman Reed to report to the Ho ise the resolution, which was ador.ted yesterday, declaring forfeited the lands granted by the United States government to the Texas and Pa- i cltlc railroad company on all that portion of its original line (through New Mexico, Arizona and ! Southern California) which the company has not built upon. There will be statements of six members or the committee accompanying the report of the majority, showing the ground upon which their conclusions are based. At to-day's meeting Representative Payson offered a resolution declaring forfeited the lands granted by the United States to the New Orleans,Baton Rouge and Vlcksburg railroad company, but pending consideration thereof the committee adjourned sine ate. late8t about the adjournment. The Senate will probably not consider the House adjournment resolution until the tax reduction bill shall have been disposed of In some manner. Mr. Morrill hopes to get It through in some shape. Notwithstanding the action of the Senate In taking up the tax bill, it Is still believed that Congress will adjourn next Monday. the conference committees. The conference committee on the legislative, executive and Judicial appropriation bill met last night and again this morning, but failed to reach an agreement. Members of the committee say that the conference committee on the legislative, naval, and deficiency appropriation t>lll? will probably reach agreements this afternoon. Conferences on the two latter are now being held. Later.--The conference committee on the general deficiency appropriation bill have again failed to reach an agreement, and have ordered a report to that effect to be made to the respective houries. The conference committee on the legislative, executive and judicial appropriation bill has reached an agreement on the 6th ?octlon, which was the only point in controversy, and which provides for the transfer of medical records from the custody of the Surgeon General to that of the Adjutant GeneraL It is understood that the senate conferees practically receded from their disagreement to this clause. nominations pending ik the senate. The letter was from Mr. Totten when attorney for Mr. Walsh to Mr. Brady, setting forth Walsh's demand. The government objected to admitting the letter. After some argument Judge Wylie said: "This is unprofessional, II there is no other objection in the world." Mr. Hankie said the letter came from Mr. Brady. "I will not permit counsel,'" said Judge Wylie, "who was once employed for anybody to surrender their correspondence." This brought Mr. Totten to his feet, who said: "I beg of your honor not to talk that way about me, 1 did not offer the letter. It is a letter I sent to New York to (Jen. Brady. It 1s his property, and I have never seen It from that time to this." "It 13 unprofessional to offer it," said Judge Wylle. There were over one thousand packages of 3jtf per cent bonds received at the Treasury department to-day for exchange Into the new 3 per cent bonds. It is Impossible as yet to make anything like a correct estimate of the amount of the offers of surrender so far received. Three packages postmarked Philadelphia contained nearly f3.000.000 bonds each. A package w.<s received from Cincinnati to-day containing 1320,000 In 3* per cents. The great majority of the applications bo far received are postmarked "August 1, J?82, 10 a. m.," showing the great desire for priority, and there Is considerable curiosity to know which of the holders will secure the desired low numbers. While the details of the plan for determining the awards of priority are not yet completed, It is pretty well established that it will be done by lottery. The drawings will be made by a disinterested party, who will be unable to make any discrimination, If he so desired. The packages will be numbered, and opened by lot. It Is expected that all the preliminaries will be arranged by the 20th Inst., when the work of awarding the numbers of the new bonds will be begun. Many of the surrendered bonds have been returned because they were mailed before the proper time, and others because they were not properly assigned and certified. The Hoy Preacher in Trouble. The boy preacher, Rev. Thomas Harrison, who Is well known in this District, has been conducting meetings at the Loveland camp ground. A Cincinnati dispatch states that he left on Wednesday, two days l>efore his engagement, on account of a difficulty between the evangelist and the ladles. It seems that the latter had collected *500 and erected a cottage, which they presented to the preacher. Resold It forf200. and the campmeeting people felt hurt that ne had shown so little appreciation or their kindness and had displayed such a mercenary spirit. The ladles had given him no deed witn the cottage, and it was tnelr evident Intention that Mr. Harrison should only make use of it while at the camp. They have decided to give It to one of the bishops, but Mr. Harrison returns not. Death of Dr. w. II. Mcssey.?Gen.
