The statistical article by Dr. J. M. Toner In Thk Fi'?h to-day, giving the long list of residents of this District who have attained exceptional long- i evlty, lsof curr-nt Interest and Importance, and also deserves preservation for future reference and comparison. The agreeable fact is established by thl9 carefully-prepared article, that despite all the talk about the unhealthfulness ol Washington, the conditions favorable to long life exist here to an unusual extent. The list contains the names of 1.KT.4 persons returned by the last census as residing in the District of Columbia June 1st, ItWO, of 75 years of age and over, out of a population of 177,624. In this number there are 1,007 whites?males 3SP, females 609; blacks, 539?males 164. females 375; and mulattos, 103?males 'Jfi, females 9a The curious fact Is here developed that in both the white and colored lists the number of aged females greatly preponderates. In the colored list the proportion of aged females to males is about three to one. The enumeration by divisions of territory affords an opportunity for comparison as to the longevity conditions in different parts of the city and County. Altogether, the showing Is most satisfactory and encouraging. When the Potomac Hats have been reclaimed and a few minor nuisances abated, and a full supply of Potomac water secured to clean and puriry the city, there Is no telling to what proportions the list of old Inhabitants will swelL The consoll latlon of lntern.il revenue districts, nuking a marked reduction in the cost of collecting the reverfhes, has met with universal commendation. This saving has be> n effected without endangering In any respect the efficiency of the service. Now that th" administration has" its | hand in it might take hold of the customs districts and put them through a course of consolidation. with ben fit to the tax-payers. There are customs districts In which the receipts are merely nominal; so trifling In ftct as to make it t^urprlsln? that they have been maintained so long. These districts, reporting an annual collection of but a few dollars, have each a collector and several subordinates receiving salaries that they do not earn, because there is really nothing for them to do. Several attempts have been made to rid the country of the expense of maintaining a custom house ar d customs oflleers at ports where nothing l?ever imported, and where, in some cases, all the surroundings preclude the possibility of importation. The efforts hitherto to get rid of such u elessdtstr.ets have been defeated by political Influence, an I that alone. The present administration has B'.own that it is superior to such Influence where the public Interest is at stake, and more commendation can be deserved and won by treating the customs districts as the revenue districts have been served. If the English government plants Itself upon the defense of assisted immigration accredited to some of Its represe ntatives, the American people will regard it as adding Insult to injury. These representatives, according to newspaper reports, maintain that the poor Irish sent over here are not paupers in a legal sense; that under the En-llsh la?- ao person who possesses live pounds sterling la a p auper, and that the British government tales care to see that each assisted lmmlCTint Is given that amount of money before embarking. This would seem to demonstrate that the British government has deliberately engaged In the work of shipping its paup?rs to America. It Is, however, only fair, as yet, to suppose th it the higher English authorities are Ignorant of the wholesale clearing out of poorhouses by Its Irish agents and the deportation of the inmates to America. That work has, probably, been done by over-zealous agents and it Is to be hoped will be repudiated and corrected by the government. The Iowa republican convention declared for pr tectlon, but It made prohibition the main issue of the coming campaign. The platform adopted plants the party squarely upon the prohibit 07 policy. The election at which the constitutional amendment prohibiting the manufacture and sale of Intoxicating liquor in the ?tate was adopted, was really non-partisan, there being no other issue in the contest. Now, for the first time, the liquor question enters actively into a political campaign. The republicans will un? _ doubtedly lose the support 0f the Germans and of bUi h liquor- lealers as have in the past acted with them. It remains to be seen whether the democrats who voted for the prohibitory amendment Subsequently declared Invalid by the courts) will stand by their temperance principles or forsake them for political reasons. The New York commissioners of Immigration have been Inquiring Into tne condition and character of assisted immigrants arriving at that port, and the facts brought to light siow conclusively th.it British agents In Irel ind are engaged in sh'pplng tip* lnrnites of Iri^h workhouses to this country. M both'T high English ofilclals connive at this unfair m 'thoi of rilling that government of a burden that every consideration or honor an 1 human ty would p^qtilrc English people to bear, remains yet to be shown; but the English ru'ershave exhibits! a de?reo of indifference ai to the mr*ans employed by th ir Irish agents, which subjects them to th? strongest suspicion. It is tu be h d that the policy of returning paupers to tip* ports, whence they embark will be n. ily enforced, and th it it win b accompanied by a protest coached in emphatic terras. ?. State Senator Stewart, of Pennsylvania, the Independent rej ubilean candidate for governor 1 Ml tall, thinks the repubii ar> party or that state Is practically r un t >1, and that it will net in liarn.eny hereatt* r. He declares that there was no I:; dice in ti;e n lepcn lent movement; that it was meant to purify the party, and he thinks the lesht. it taught has been heeded. It does look a Utile its ir the factions were coming together in Pennsylvania, in New York the stalwarts and half breeds are still "at outs." though the heads or the party are making laborious efforts to harmonize the factions In season lor the camoahrn of MM. .hi The plan of the Iowa prohibitionists and th?* republican state convention of requiring a candidate for supreme Judge to pledge himself beforehand to decide an Important question in a prescribed way would certainly lead to very unfortun >.te consequences if gen-rally adopted. The prohibitionists openly insist that the nominee *"?* the vacancy in the supreme court shall agree to a reversal of the late decision against the constitutional amendment forbi Idln? the m mufacture or sale of liquor within the state. The po.-ular theory and the one In keeping with our form of government is that th; Judiciary shall be left untraiumeltd by political or other obligations. Th" Scott law, now in ruli force and effect in Ohio, imposes an annual t tx of fi'Jt) on the sale of beer and wine only, and of #20-) If spirituous liquors aLso are sold. The revenue derived from this tax and such fines and penalties as are imoosed under It, Ls divided?one-fourth to the county poor fund and the remaining three-rourths equally between the police and the general funds. This certainly cannot be call-d an excessive tax, nor does the law posse,i any features that can Justly De called "sumptuary/' as it does not undertake to abridge personal liberty In any respect. It prohibits the sale of intoxicating liquors to minors, a provision that every proper license law contains. The czar ot Russia suppresses newspapers for the publication of anything offensive to his mijcsty; but the president of Bolivia has the ears of the offending editor bored. That Illustrates the difference between autocratic and **lretr' government. The Dill investigation ls developing a wonderful crots-flrtng of swearing. No matter how fiatfooted anything may be sworn to on one side, the other side will produce witness*s to swear it lsat so. E. N. Gray & Co..
