Gen. Sw aim Is quoted as saying that if Stephen
W. Horsey can produce any letter to show that he
was ever offered a Cabinet position, he owes It to
Garfield to do ko. He says that while G lrfleld apipr.-elated
Dorsey's services as a politician, he had
said to him (Swalm) that Horsey had a screw loose
iti his mornl make-up. He doubts the power or
Horsey to pro luce any letter containing a request
from the President to take the position of tfiecretary
of the Interior.
