A dispatch from New York says that Chief A. L. Drummond arrested in Brooklyn last evening Daniel Carrigan, the ex-chief clerk of the bureau of medicine and surgery, Navy depart* ment, who has been indicted with E. C. Kirkwood and various merchants and contractors tor committing alleged frauds on the bureau. Carrigan disappeared from the city about the time the indictments were found last summer. He was tracked to Dakota, back to Baltimore, to Chicago and .-it. Louis, and finally to Brooklyn. Chief Drnmmond's men have been for two months watching several points in New York. Brooklvn and New Jersey. The ex-chief clerk had grown a full beard, and wu so changed in apr>earance that an old friend would scarcely rec?n;nize him. In Brooklyn, it Is stated, he lived in the house of a relative. He rarely left it. and when he did go out it was only for a short distance. Yesterday the officers spotted their man at the corner of 14th street and Third avenue, south Brooklyn. He was taken before United States Commissioner Benedict, and thence, In default of ball, to Raymond street jail. "How did it happen*" asked a Star reporter at the signal office to-day, speaking of this morning's unexpected cold weather. "It simply grew a little colder as an eflfect of the cold wave which has been settling over nearly the whole country since the snow storm,*' was the reply. "The mercury dropped , to ten degrees above this morning?a lall of only four degrees from yesterday morning. You see, that immense cold wave still lingers. From Pennsylvania to the Missouri valleyTt is below zero. In the southern Missouri and ceo* tral Mississippi valleys the temperature has fa|, len in the past twenty-four hours, but the thermometer was down to zero before it fell. In the northern Missouri valley, on the other hand, the temperature has riSfcn, but It is still from lo to 20 degrees below zero at some points. In New York the mercury was stationery last : nlsht. This all goes to show that the changes either way have been comparatively slight, and that the cold wave still lingers." Ice extends 70 miles down, and continually freezing. Halter Scott Day in the Public Schools. | To-day was "Walter Scott" day in the public | schools. In every school literary and musical I exercises were held, the essays and recitations all having reference t? Scott and his works. The programs were varied and interesting, each teacher arranging the exercises in her own school. Parents and friends of the children ! visited the schools during the day and listened to the exercises. The Kail road Disaster. To thp Kditor of tim evening Stab: The peculiar way that business is conducted by t lie B. and P. railroad company is shown by the accident last night on their road and by the manner they treat their patrons. The writer happened to be one of the many persons awaiting the arrival of the Richmond express, and was informed by the officials at the depot it was one hour late. After patiently staying this time out further ia<{u*ry,was made, but the raili road employes would give no satisfaction concerning the matter. It was not until 1 o'clock sum. that the collision was learned of, and then ; it w is too late to tu'&e conveyance to the scene of'disaster. Meanwhile the Richmond express, instead of stopping at Alexandria, so passengers j could get conveniences for the night there, ran ' within a few yards of the collision. The conductor, at the name time, told everybody to keep their seats, as they would be in Washington in ten minutes. But instead of this they were compelled to remain iu t^ie cars, without liny tire, until 7 o'clock this morning. There were two ladies with a small baby, and many others with such miserable accommodations that a peanut vender might be ashamed of. jacqucs. Main, are taken cure of by the third subdivision, besides a number of very old men and women who are entirely dependent are provided fur. This winter iuls brought to the knowledge of the visitors several new cases who are not asking charity, yet require a helping hand until they can find employment. There is more than usual sickness in the subdivision. At a recent meeting of the board of directors it was decided to send a class of young women to the cooking sehool; also to furnish material to others anxious to work rather than receive alms, who receive fair compensation for the garments made up. These are given to the sick uud helpless. Tne third subdivision has received liberal donations, but there are many in the subdivision who have not yet contributedof their abundance. Injured bt a Pali.-This morning, about 4 o dock, while Daniel Harrington, of Gafnsville, V a.. 67 years of age, was leaving his bed-room at the bouse of relatives he was visiting uear Drover's Rest, to go down stairs, he slipped and fell, striking his head against a gate at the foot of the Stairs, receiving severe injuries about the head and body. He was removed to the police station, where Dr. Snyder was called and dressed \he wounds. Subsequently the wounded man was taken to Providence hospital.
