To-?lay*s Mession.
At this morning s session of the conference,
Mr. Hart read a paper by F. H. Wines. seers- ~
tary of the Illinois state board of charities,
which treated upon the subject of indeterminate
sentences. The writer took tiie ground tiiat ^
the object of a sentence should not be vindictive,
but reformatory, and should be regulated
by the conduct of the prisoner to a great ex- ^
tent. The Confinement of the criminal should
end with hi* criminality. A reformed prisoner *
-hould be released as soon as tiie retormation
has been achieved; persisteut criminals siiould
be confined as iong as they pe .-sist in their
criminality, even if for life. The writer thought T>
the inuetermiuute sentence promised a reduction
of crime and the reiormurtiou of many of
the criminal classes.
