In fact that is her normal condition, but nuw that her creditors insist oo the settlcmeut of their claims she Is forced to the shame of open Insolvency. One of the principal troubles comes from her pledges to railroads; subsidies having been scattered right and left with scandalous extravagance. It now appears that the country Is wholly unable to meet these obligation, and as many of tbe dishonored bonds are held in this country we may expect to hear some angry talk from those who attflfer. But It Is merely a case of the biter bit. The subsidies were excessive and unjust, gained by Intrigue and never ratified by public approval.
