The letter, which, as The star stated yesterday.
was left by Mr*. Elizabeth Ileavlins, who
died suddenly yesterday at her home, 718 12th
' street. under circumstances Indicating suicide
by taking arsenic, was addressed to Mr. Bnird,

firm belief that this is a decree of fate for a wise

Coroner Patterson, after making an investigation

Mrs. Ileavllns" act was induced, it is thought,
by financial dfficultie*. she has not. it is
stated, lived with iier husband for two years.
Sellino Gin ox Sunday.?Lorenzo Simi. a
! saloon keeper at the corner of New Jersey avenue
and N street southeast, was placed on trial
lteiorc Judge Snell to-day charged with violating
the Sunday law. Oifieer.John C. l)aley testified
that on last Sunday lie sent a colored
man. Abram Mitchell, in Simi's place with a
l bottle and he came out uithgin in it. Mitchell
: testified that he went in tlie saloon and bought
tne gin. lie --aid that he met the defendant
near police headquarters this morning and he

| him, and lie showed the money to the court.
A fine ot 8'JO was imposed. The judge said this

"The man. Franz Porseh, has made a lew purehases

not heard irom him. having failed to make a
living in Baltimore, it would not be unlikely if
cbqtondencv had befallen him." Should the
friends of Porseh see this item they may be able
to solve the mystery.

Accident.?Victoria Ludgate, about 10

The Cash Departi re.-'The city policy towards
its officers has been entirely changed in
the matter of allowing them the credit ot the
salaries from the first of the month when the
pay is due only on the last of the month. After
theclo-e of this month the aaditor.hy the direction
of the finance committee, will recognize
no orders given by officials on their salaries.
On the first of each month the salary of each 1
otliccr will be promptly paid, but no liens made I
on the salary lietore that time will be recognized.
It is thought that in thus dealing for
cash ail parties will Is- benefited, paying l?-ior?liand
and paying behindhand will both be
avoided, and there will be less need of the
pending council resolution to dismiss all city
employes who do not nay their debts.

The Dispute Over Zulficar Pans.
The Pall Mall Gazelle says there should be
no dispute between England and Russia about
Zuiflcar Pass, because it was ceded to the Af
glians before Mr. Gladstone retired from office,

Zuiflcar Puss a position commanding the pass,
and the possession of which by the ameer would
cut off communication between the ltussian

which are admited to be Russian. M. de (fiers,
Russian foreign minister, in the negotiations
which resulted in the cession of the pus# itself
to the ameer, distinctly, the Gazette says, refused
to concede this position to Mr. Gladstone,
and he will not concede it to the Marquis of
Salisbury.
