THE EVENING STAB WASHINGTON: *'RII? IV 8. WM. 4KO?BYS. s#jr^ MUf. The EtcoIbc Star hu ? rccalar. permanent fconn flde d?il| circulation more tban treble that of ur otber dailjr paper published In Washington, nod *?iual t? that of nil the other dally papers here added together. Nalnrday AivertUlag. Advertisers will confer a favor by banding in their announcement* a* early as possible for tomorrow's sixty-four column Star, in order to Insure insertion and proper classification. The war fever, alter raging with some virulence for the space ol four or live days, baa begun to moderate. As the facts in the cane become more generally understood. It is seen that they afford a very slender excuse for so serious au act a* the plunging ot two nations into a war. I'ubhc opinion in Mexico, as well as in the United states, alter the first outburst ol temper has bad time to subside, will never sanction such a course. Ho far as tne abused, bat rather exasperating, (Jutting Is concerned, late accounts suggest the opinion that before he gets tbiough with it he may find himself amenable to legal discipline on both sides of the border, and may yet have an opportunity of comparing the relative comforts and discouiioru ol Texan and Mexican jails. Meauwhtie. the conservative policy of our government In respect to the matter is praiseworthy. The United States wants to pick do Igbt with Mexico. Our citizens have many interests at stake ilk that country, in the way ol railroads, mines, and miscellaneous trade. Thero Interests are constantly increasing in number and importance, and it would be the height of lolly to imperil them for anything short of an imperative necessity. The warlike souls who are for invading our neighbor's territory at once, evince a courage which appears to be partly due to their conviction that In such g contest this country would be much the strouger and would make short work of the enemy, but it must be remembered that in tbu event of a war with Mexico that country would be likely to receive assistance Irom soma of the European powers. Germany Is not efpecially friendiy to us, aud is uu the lookout all the wlnle for opportunities to "cut into' Ainericun trade. The Germans, for instaace, stand ready to seize our liawaiian advantages tbe muniLiit we relinquish them; and they would not be slow to secure a tinner foothold in Mexico if they could do so. Very likely our Englishcouains might "take a band in" also, as cousins have been known to do sometimes. In other words, war is a dangerous game, which more than two can play at, aud which sensible lolks will keep out of as long as they can. The refusal of Congress to take official notice of the Mexican troubles, by the way, was noticeable and significant. This is a peaceable nation, and can take care of its honor in mora ways than one. Amid all the ridicule and criticism lavished upou Congress 011 account of its tardiness and lack of enterprise, this session, there is certainly some room lor praise. Whatever may be said in toe way ot Ui?paragemant ou other grounds, tbe present Congress cannot be called corrupt. Tbe democrats of the House have not been as successful as they hoped and wished in perfecting important legislation or in reducing expenses. but they can boast with truth that generally they have kept uu worthy outside influences at arm's length. On the whole, the tendency of the session has been toward reform. The lobby lias been usually repulsed. The Pacific railroad rings have had "hard sledding," and the land and cattle and bogus butler monopolies as well. Another change for the better was noticeable on Wednesday last, and elicited many expressions ot congratulation, namely, the omission of the usual "night session"on the eve of adjournment, which has always produced a lamentable scene of disorder, and sometimes positively disgraceful consequences. The credit of this reform is due iu a great measure to the President, whose very proper determination not to go to the Capitol to sign bills on tbe last night of tbe session made it useless for tbe two bouses to sit in the evening, and took away the customary opportunity lor indulging in horseplay while awaiting executive action. As tbe second session is always short aud definitely limited, a night session on the 3d of March can hardly be avoided; but it cau be and should be omitted at tbe end oI the long session, as it was this year. Signs are multiplying, in tbe west, indicative of the prospective entrance of the labor organizations into the field of party politics. This event has been expected for a long time, and nothing could be more natural. When any association or class ot men becomes strong enough la numbers to exercise au appreciable influence *?r? tktA f* * ? ? *- * mjc uahvi'ima, ib is sure 10 uecome A poiill al factor, and otten holds the balance of power. If the labor assemblies should erect themselves Into an independent party, they would constitute a very important element in the body politic, and wouid very likely cause a readjustment of party lines and principles. But, judging from the way in which they have mismanaged their own private affairs, they will not be likely to act in national politics with sufficient cohesion and intelligence to secure success. Politics is a delicate game, and the most skillful adepts in it make u?e of mild, quiet, persuasive methods, and eschew ail sorts of violence. Dynamite can destroy a whole city, and strikes and boycotts may ruin the most extensive industries, but they are not strong enough to Aomlnate the ballot-box. The next event of interest in the political Aeld will be the autumn elections of members if the Fiftieth Congress, burmises are indulged In to the effect that the next House ol Representatives will coniain a majority of republicans. There does not seem to be sufficient reason lor this opinion. To bring about such a change the republicans would have to gain nearly twenty-five districts, and a calm survey of the situation indicates that they cannot secure wort than hall that number. Besides, no vigorous canvass is to be made, judging from present appearances. It seems incredible, but it is strictly true in the present case, that neither party really wants the next House; in fact, each woulu a little rather lose than gain control of 11 Experience shows that the party in opposition in Cobgre?* usually has somewhat otau advaulage iu a presidential campaign. Because Mr. Gladstone goes over to the continent tor rest, after his recent arduous experience, they are whispering that he has retired from public life. The wish is probably lather to the thought. Mr. Gladstone is one of the men who may be depended on to die In harness. Ue will nexerDe "downed" until he is dead. Inexorable age, however, is stealing upon him, and it u a pertinent and somewhat solemnising question as to who will be his successor as leader of the liberals. The resolutions passed by the Kansas democratic convention yesterday seem to have been unwillingly * loaded lor bar," as the oid hunter phrased it, in declaring that ** the military power ol the whole nation should be used If necessary to protect the humblest American citizen in all rights guaranteed L>y our Constitution." When republican conventions send jut that sort or thing it is liable to be called ** waving the bloody shirt." - Friends of Governor Hill have started the tory that he is to be Mr. Tilden's political heir, rhe implication is that the Governor is to be ;>romoted to the p<>si;ion ol first fiddle in the lemocratic orchestra, while the President will de relegated to the humbler ranks of the second violins. The thorough examination of goods incident to stock taking developed Instances of bene&ction to our friends and customers. We Will give you a few examples. Stock taking showed us also where we could make another reduction for the benefit of i OUR CUSTOMERS 1 as well as ourselves. Five dollar trowsers are always in demand, so we took all our Edward Harris trowsers, made in our own shop, and reduced them FROM #7" TO $6. No better wearing or fitting trowsers in the world. In going through the slock we find several hundred pair of trowsers formerly belonging in suits, from which the coats and vests have been sold away. Among them arc about (wo hundred pair of flne worsted trowsers, well worth eight and nine dollars, which w? now remark ta In so lance a stock as our* we scarcely ever tall to fit a customer, even at this season, when the stock Is near the last of ebtx borne idea may be gained of its magnitude when we relate that it takes about three thousand dollars worth ol stock to 811 our show windows when properly displayed.
