It Is to be hoped that the Postmaster General, aided by the embarrassing fact that there are vari ous candidates for the position, will not thwart the President s d'-slre to appoint a competent local democrat to the city postmastership. Dis trict citizens will be pleased to note the Implied concession made by Mr.vilas, that the local Wash ington offices, as distinguished from the federal, ?re covered by the home-rule plank of the demo cratic platform. There Is a manifest fitness In appointing some competent Washlngtonlan to the local postmastershlp, Just as local appointments are made to other post masterships. But If other and more natrow considerations are relied upon, if no appointment can be expected by the District except one which Is expressly promised, and if a promise under the home-rule plank Is denied as to this particular office, then It may be sujfgested that District offices, which are unquestionably purely local, have been recently presented to out siders, and that a local appointment to the post mastership would be In the nature of a reasonable off-set, and should not be opposed by Mr. Vilas on the ground stated. The decision of the Supreme Court of the Dis trict that Justices of the peace in this city are re movable by the President without notice and hearing, may render their term of office uncer tain, but it is precisely the term of office of all the I'nlted states judges In all the territories.? Wash ington J'^t. There are no United States Judges In the terri tories. Even th* judges of the Inferior courts of the I'nlted States hold their offices "during good behavior." that Is, for life or until Impeachment, None of the Judicial power of the United States Is vested In territorial judges, who do not hold "dur ing good behavior," and who are not even subject to impeachment as "civil officers of the United States." Where impeachment Is provided as a means of removing a judicial officer, it is generally exclusive. The provision for Impeaching District Justices of the peace before the Supreme Court of the District, susftrested, perhaps not unnaturally, that more expeditious methods of removal, with out fair notice and hearing, were Intended to be sxcluded, and that the purpose was to render the term of these officers somewhat more certain by approximating the processes of removal to the methods of the United States courts. Where the only effect of such a provision Is to add a slow executioner who must give open trial before be heading. without dispensing with on* who can strike arbitrarily and without a moment's notice, there Is no appreciable Increase of certainty In the term of official life, and no other benefit to any body that is very obvious. The objection raised by Chief Parris to the ring ing of fire-alarm bells that they serve to attract a crowd to the scene who interfere with the work of the firemen, besides Injuring household goods by their well-meaning, but Ill-directed activity, will not weigh a great deal In the argument. It Is not the alarm-bells alone that draw the crowd. It is principally the spectacle of the engines, trucks, and hose-carnages dashing through the streets with horses at full gallop and gongs raising an in fernal din. Probably not one citizen of the Dis trict in every thousand knows the signals by heart, or has a table close at hand to consult whenever the bells ring. The bustle In the streets - certainly does not begin till the big vehicles go thundering by. Until we have underground thoroughfares for our fire-fighting apparatus the engines will be followed by hundreds ot idle peo ple, and the prohibition of alarm-bells cannot prevent It. Unless some better reason than the chiefs can be given, the protest of the business men, whose comfort after working hours Is vastly greater for the existence of the alarm system to warn them of the location of fires, deserves fav orable consideration. The news comes more and more frequently from England of members of the nobility going Into trade. Their ancestors, in most cases, would have committed suicide rather than keep a tobacco shop or run a laundry or make gowns and bonnets for a living. But the world has grown wiser. Nowadays, If a man pays his debts and deals fairly with his neighbors, nobody whose opinion is worth asking cares by what honorable means he earns his money. Nevertheless, the circumstance that, so many ladles and gentlemen ot distin guished lineage in England are actually Joining the throng of producers and purveyors, Instead of confining their energies to the consumption of what more busy people produce and purvey. Is not to be despised by any means. It leads to the hope that a new day may be dawning for our American Anglomanlacs, who will be bound by the prevail ing English lashion to do something for their own support. The political wiseacres, who fancy that because Mr. Blaine Is out ot sight he Is also out of mind, will be enlightened by the news from Ohio, or VI,390 answers received by the Toledo Weekly Blade to a circular sent to Its subscribers asking for their preferences for the head of the republi can national ticket of 1888, more than half called for Blaine, and the rest were divided between Sherman, Lincoln, Allison, and Edmunds, as the Weekly Blade h;is a very extensive circulation among the republican farmers of Ohio, and as that la the only state which presents a formidable candidate in opposition to Mr. Blaine, the success of the latter Is particularly significant. The next Congress is likely to have as many im migration restriction bills to wrestle with as the last Congress had of general labor bills. In regard to the labor bills the constituents of the various Members seemed to be of several different minds. All the signs point, however, to great unanimity of opinion on the part of the people Nortn. East, South and West with respect to the shutting of the tlood-gates at our ocean porta. The twelfth ot July, of course, could not go past without its customary celebration with brickbats and broken beads. One day the world will have outgrown such nonsense, and the religious and political controversies of two centuries ago will be allowed to moulder In the graves ot the men who waged them.
