The District's d*y In tbe House yesterlay was
not entirely Miud, though the subject of
peiiMuns to ui< ex-soldlera of Ute United Stat fa
occupt?l mora o< the District's time than any
topic oC local concern. Tbe bills increasing the
ponce force and tbe number of station-bouses, and
providing tor police matrons, meet urgent public
seed* and the District Is to M congratulated that
this legislation bas run tbe gauntlet of
the Bouse successfully. Tbe dangers which have
threatened It bare not been based upon objections
to It on Its merits, but upon tbe difficulty of secur
ing attention to It at all, in view of tbe disposition
of the House to devote the District days to national
legislation, or to waste them by filibustering. It
seems almost lrapowible for some members of Con
grew to appreciate that they constitute the local
legislature of the District as wed as a na
tional legislature that the attention which
they are ask-d to give to District af
fairs Is not s matter of favoritism but
of constitutional duty; that there is no re
proach to Congress in charging that on certain
hoar* of tbe s?sslon"all tbe gnat measures con.
xtected with the Interests of the country are
crowded aside la order to increase the police
force of tbe District of Columbia," and that
a failure thus to set aside national affairs on tbe
days promised to the cspltsl Is not only a breach
o( faith, but * violation of congressional duty.
Mr. oolwsy, who wss killed by a Baltimore and
Potomac train last night, put himself In the wsy
of death in s brave and successful attempt to save
the life of another, and to that extent contributed
to tbe disaster to himself; but does all the
responsibility fall upon blot? Wltnin tne last
year three citizens of the District bavs been
killed by incoming trains on the local rail
roads, one on tbe Metropolitan Branch of
tbe Baltimore and Ohio, one on the Washington
Branch, and tbe last on tbe Baltimore snd Poto
mac. In all these cases it bas been claimed that
the trains were running st a rate of speed greater
than the District law allows, in the present case
It is stated that the train was running very
rapidly, though within the city limits, as no one
was expected to be in tbe way so near tbe mouth
of the Navy-Yard tunnel. Whatever may be the
finding in the present instance, a warning should
be derived from it which wiu secure a better
observance in the future of the law or regulation
concerning the speed of trains within tbe city
limits. It is nonsense to arrest equestrians and
bicyclists for fast driving, if the railroads can
send their engines along the city streets at any
rate of speed they please, and kill people througa
such violation of the law with Impunity. Every
coroner's Jury which examines into a death caused
by a moving train should ascertain clearly whether
the rate of speed was legal. Commissioners and
ponce author.ties should see to it that this law is
obeyed. The general Impression on the subject Is
that It is violated every day.
The Ota of the citizen's committee tor the im
provement of the form of District government has
been introduced In the Senate. Now it ought to
be pigeon-holed end put out of the way of practi
cal measures for the benefit of the District, upon
which there is a prospect of substantial agree
ment by citizens. Tbe more Important measure
Involving our form of government, which pro
poses for tbe District real representation in the
House and Senate, bas been wisely postponed, and
the present bill should likewise be put to sleep
and aroused. If at alL only when the fitting time
shall come to consider the measure giving the Dis
trict representation in its legislature.
What is one man's meat is another man's poison,
say* the old proverb. The terrible havoc wrought
by a waterspout in Michigan on Saturday night
was la part compensated by the extinction in one
town of a fliv which had obtained such headway
tba" all human efforts to check It were unavail
ing? It will not do hereafter to condemn even a
wamspout as essentially useless till all the con
ditions of the case are known.
The legislation reorganizing the Police court
and meeting the embarrassments caused by the
recent decision of tbe Supreme court concerning
the status of that court should be vigorously
