THE EVENING STAR. ?WASHINGTON: January <m, iwt, a. HOTM Editor. BTBONO MTAR baa the falleat Ural I af may Newe^aper in the W orld, aa aa Advert lei ?? .Ylrdiura ia warth tbaa all tba Mktr paperw pabHuhrd *hs answer which must be made to the in ftirjtt "A Veteran" in yeeterday's Sta*,? ?ban shall ha And the monnment of Zachary fcaylar??ought to bring the blush of shame to Vh cheek of every American citizen. Irkr the old hero's name and fame have never ymt been commemorated by the erection of a ?taiM or monnment, it ia difficult to explain, aaoept upon the not very creditable hypothesis feat what ia everybody's business is nobody's business. Certainly, few American soldiers or soldiers of any country hare better deserved rach recognition; and, odious as comparisons Bay be, it ia perfectly safe to say that many ?en who merited less have received much mora Aside from the debt of gratitude the country owes to General Taylor for the ex tended and rich addition made to its domain, he illustrated at once and in a high degree, the noblest characteristics of a trained warrior and the sterling virtues of a plain American citizen. The country has had few soldiers who were braver, more patriotic, or less assuming than he. It is eminently proper, therefore, that the suggestion so pertinently made by our corre spondent should be carried out He was him aalf a gallant commander under General Taylor, aa he waa in the country's later struggle, and no ?tore fitting person to inaugurate the move ment and lead it to a successful issue can easily be found. Are there not enough of his old oompanions in arm4 still left in the country to aecure for the memory of the simple-man- j nered old hero a visible and lasting recogni tion at the national capital, aurh as other sol- | diers, no more worthy, have received? If the Mexican Veterans of Washington should take the matter up, and set the ball rolling as they ought to, and can, we feel sure their efforts would be promptly and ably seconded by their oomrades elsewhere, and that there would be a quick and generous response on the part of | Congress, and, behind Congress, of the country at large. Who will step to the front, and take | the initiative? Paris votes to-morrow for her representa tives in the chamber of deputies. The elec tion is a test of Boulanger's popularity in an other section of France. Already a deputy from the department of the Nord. there was no necessity for his becoming a candidate. But he haa done so to extend the proof of his pop ularity and gradually make apparent his hold oa all France. His opponent, M. Jacques, is an amiable gentleman, whose popularity is due to good manners and good wine, the latter of which he produces in great quantity, being one of the leading distillers in Paris. His can didacy means nothing except the desire to de feat Boulanger. He has been a favorite, how ever. winning his political victories quietly and easily. For eighteen years he hasbden a mem ber of the general council. Boulanger's vic tory would indicate the strength of the popular desire for constitutional revision and dissatis faction with the present form of government, as well aa Boulanger's popularity and the desire to move steadily though gradually towards war with Germany. The Eckington electric road proposes in its extension from its present line to F and 15th streets to use the underground conduit system, which is successfully used in Allegheny city and Boston. The capital will welcome a full trial of electricity as a street-railway motor by a system which does not add to the overhead wire nuisance. It is perfectly practicable to use both overhead and underground wires on different sections of the same road, and the wisest method appears to be to employ the un derground conduits on crowded city streets, and to run the lines overhead on suburban roads, in villages, and in sparsely settled re gions in general. Tba experiment of wearing knee-breeches or Knickerbockers at a fashionable ball was very successfully tried by some of the young gentle men leaders of society in New York the other evening, and it is predicted that the style thus set by what is termed the "upper circles" there will soon become the rage in other parts of the country. It may and it may not. This is one of the class of cases in which very much de pends. In this particular instance it will de pend altogether on the size and shape of young men's legs. In the matter of circulation, the Indianapolis .Vev? makes a most excellent showing, but The Stab cannot concede to that paper the supe riority it claims for itself in that respect. On their face, the figures given by the Asms seem to be convincing; but. as often happens to be the case with figures, they do not accurately represent the facts in the case. To make per fect the comparison between the two papers. , tha A'art must eliminate from its estimate of | the population of Washington an element which does not exist in Indianapolis, representing nearly 33 per cent of the aggregate. This gives Tsrx Star a rating which no amount of argument or figuring can change. The total of the District appropriation bill. as it passed the Senate, is large, but the pro posed expenditure is within the District's means. The outgo will not exceed the income, and Micawber't condition of happiness will be realized, and his state of misery avoided. Ob jections to the bill must be based upon the criticism of particular items as unwise, and not upon the size of the aggregated appropria tion*. The House committee's proposition for the disposition of the District's surplus by applying it to the payment of the water debt failed in tha House. The Senate committee's proposi tiaa id the Senate and goes to the confer- 1 enee committee. It provides that the balances of | District appropriations remaining unexpended at the and of two years from the close of the fiaaal yaw for which such appropriating are made shall be covered into the Treasury, one hatf to the credit of the surplus fund and one half to the credit of the general fund of the District Washington's watchword ia: "Spend tha taxes of the present upon the city of the prsac lit and upon improvements which may be to aome extent enjoyed by present taxpayers.' Civilization is constantly refining itself. Kaw York is to have an incorporated pawn shop, restricted by law to uniform and ruason abla rates of interest. Then it ever "my uncle" will be soulless. A possibility not hitherto perceived appears ia the drift of sentiment in the territories con fronted with statehood. It is not improbable that two of them will ask to come into the Union with constitutions providing for woman anffrmge. Washington and North Dakota and possibly South Dakota will force this question to the front. Mr. Springer is increasing the vehicles on hia omnibus line beyond the demands of business. He should be satisfied with unch omnibus legis latton as the admission of five states at<* lick. Three more crowd the country. The Rock Creek park project failed to be at tached to the District appropriation bill through a technicality. The zoological garden appro priation waa more fortunate. It ia believed that Congress favors both projects. Skllixo Oct Balance of stock < f rCSS. SEAL S ACQ IE*, and JACUT& ? ?H 1ACQTO.
