A Truce in the House Contest WhUe the Deficiency Hill is Up. the divided house democrats ?CONFLICTING CLAIMS or THE MILLS AND RANDALL FACTIONS? THE FIGHT LIKELY TO BE KEPT UP UNTIL THE fourth or march. The first hour of the session in the House this morning was wasted in filibustering. Then the deficiency appropriation bill was taken up. This and tho Indian bill have yet to be passed by the House, and it is desirable to dispose of them before getting into a fight on the Randall resolution. The ways and means folks, estimating, by the vote on the motion to take up the Mills reso lution. reckon that they still hold at least two-thirds of their party with them, and hold that this will justify them in resisting the desti nation of the minority in combination with the republicans. They are still determine i th?t the change of the" rules proposed by Mr. Ran dall shall not be accomplished. They will fili buster agaiust the n solution, and the only wav other business can be accomplished will be by laving it aside from time to time. The situation is most peculiar. Either the appropriation bill* or this resolu tion are enough to take up tbe time of the ses sion. and to alternate between the two classes of occupation would but give the filibusters a rest now aud then and to render their task easier. The only thing to ease the situation is the fact that most of the work on the appropri ation bills, after the passage of the Indian and deficiency can be done in conference, though some consideration of the matter wonld have to be given by the House. The legislative, tho diplomatic and the military aeademvbills are the onlv ones that have gone to the President The rest are in various stages of incomplete ness, mauv ameudmeuts being attached to some of them that there is apt to be hard fighting over between the two houses. This makes a delicate situation for Mr. Randall to handle, though his friends have perfect confidence in his Dandling it well. Tlie estimate made bv Mr Randall's friends of his strength does not agree with that of the ways and means folks. They contend that the vote on the question of whether or not the Mills resolution should be considered was not a test vote, but that many democrats voted with Mr. Mills then who would vote with Randall for the repeaj }( the tobacco tax. This is gener ally thought to be the case, though how inanv more will desert the committee is a question. Of course, there it no question of Mr. Randall's big majority in the House; the only dispute is as to who has most of the democrats with him. It is very generally believed that on a direct vote for repeal of the tobacco tax Randall would have a majority of the party with him at this tune, but as yet there has been no measure tnat shows this. Mr. Mills will certainly continue to maintain his position ajs leader of the party, and as snch wfll filibuster as long as necessary to prevent the adoption of Mr. Randall's reflation. Itorsey Fultz and John Barnea, two colored boys, convicted of an assault with intent to kill W. H. bockctt January 22. were sentenced to three vears each in the Albany peuitentiary. These boys were inmates of the reform school and the first named had been sentenced there by this court in October, 186". for assault with intent to kill, and the second in May last for larceny from person?snatching a pocket book. Daniel Thompson, a colored boy, who stated that he was fifteen rears old, was sentenced to the reform school during his minority for larceny. Benjamin Thorn iu and Monroe Trice, the two colored boys convicted of grand larceny from Stanley, a gypaev. were called for sentence. Thomas, who had served a term in the Vir ginia penitentiary, waa sentenced to three years in the penitentiary. Trice committed perjury on the atand and' the court directed, after passing a like sentence, that the warden retain him until he could be indicted fee perjury.
