Newton, who, it U understood, U largely responsible tor the retention of Major L.vdecker in charge of the aqueduct tunnel work in the face of strong protest, come* earnestly to the defease of the major, in hia testimony. He holds that an officer in charge of a contract operation with considerable office work coold not be expected to give much per sonal supervision, and coold not himself be of any great benefit against fraud. He thought that the visits of the officer in charge wonld do little good. Hia personal presence would do no good, for the moment hie back was turned the bad work would go on. He was not anre that his presence might not do harm. He was himself one of the commissioners of the New York aquednct, and he noticed that the cheater got in there. The work there was un der the charge of a number of inspectors and the fraud was discovered "quite accidentally.** In General Newton's view the duty of a superintendent is not to super intend. He seems to agree with the opin ion of '-the Lydecker set" that the most ef fective supervision of the tunnel work could be done at long range.?say from the smoking room of a club-house. A proper perspective could only be got at this distance! This seems to be a pretty mortifying admis sion to be made by an engineering officer of the otter incapacity of his corps to superintend a public work of this character without detect ing that it was rotten from beginning to end unless some '?accident1* exposed the fraud. And it is a hopeless prospect for the district taxpayers, who have already been blistered to the extent of over a million dollars to pay for Lydecker's rotten tunnel, to know that the further prose cation of the tunnel work is to remain under the same engineering "supervision" that Gen. Newton admits is so atterly incapable of super vising. The democrats in the Rhode Island general assembly are credited with trying to play a jrame of swop. Their reputed purpose is either to unite with the Spooner faction on tho Senatorship vote and thus create a vacancy in the office of representative in Congress, which they may stand a chance of tilling with a member of their own party at a special election, or making a bargain for their votes in some other direction, in return for republican sup port in the general state election of next week. The Spooner scheme has not borne fruit yet, and, as far as heard from, no success has at tended the other proposal. This latter, how ever, is the kind of program usually made and executed in the dark, and there tan be no as surance about it nutil it is seen how the normal republican vote goes at the polls, and what is done by the democratic legislators when the general assembly meets again after adjourn ment. Lord Dunraven now wants to try conclusions with the New York Yacht club, matching his new yacht Valkyrie against the best craft they ran produce, with the America cup for a trophy. The length of the new yacht on the load water line is a little under seventy feet, so as to bring her within the second or seventy foot class of American yachts, her beam is fifteen and three-quarters, her depth eleven and a half feet and her tonnage a trifle under fifty-seven. But the most notable feature of her makeup is the place provided for a center board. This is itself a victory for our yachts men before a mile has been sailed, for it is a tribute to their superior Judgment in the con struction of fleet light vessels. There is. unhappily, no longer room for such a feeling. Public and private dispatches confirm the worst tidings, not even leaving unsettled the identity of the fifty American officers and men who lost their lives. The company of the flagship Trenton escapcd destruction aud the Nipsic was only a light loser by comparison with the Vandalia. Admiral Kimberly is now practically master of the situation at Apia. Mataafa is encamped near the city with nine thousand men. Tama sese. who holds his place as pretender, by grace of Bismarck's support, has only about seven hundred. The German fleet is wiped out. All that Mataafa has to do is to take the inferior force prisoners, as well as all the Germans in Apia, and make them hostages for the return of King Malietoa within a certain period. Our admiral is in a position to interfere and save the lives of the Germans, at least, by giving them the protection of the American flag, which the native loyalists all hold in friendly respect.
