The stockholders of the canal, in their meet ing at Annapolia, showed their strong desire to bring about the repair of the canal, and their utter helplessness to accomplish thia work of themselves. The value of the proposed issue of repair bonds, as a means of relief, dependa upon the favorable sale of the bonds, and such sale dependa upon the character of the security which can be offered to purchasers. If prior bondholder* can be made to aee that It li to their interest to waive their liens in favor of the new bonds the plan will probably work. The difficulty to be met is the objection of those whose interests would prompt them to supply the funds for the work of repair by buying the bonds, if the work which their money accomplishes falls immedi ately under heavy prior liens and is liable to be sold at once to satisfy such liens, leaving their own advances without any security what soever. The repair bonds of 1878 cannot be foreclosed without the consent of the Balti more and Ohio railroad which holds a majority of the bonds, and new repair bonds cannot well be floated unless the prior lien of the 1878 bonds is waived. The interesting question is whether or not the Baltimore and Ohio railroad will play the part of obstructive selfishness, neither foreclosing nor waiving its lien, neither itself repairing the canal nor substituting a railroad for it, nor permitting anybody else to do so. The electric companies, whose employes tell wonderful stories of harmless shocks received from the corporation currents, are much wor ried lest electricity shall l>e found ineffective to kill in the execution of criminals. But when the current has reached a certain strength it has proved invariably fatal to the unfortunate person, not connected with the electrio com pany, who has accidentally received the shock, and there is no reason to believe that the result would have been different if the current had been intentionally applied to the victim. The public is not likely to share the fear that the ordinary individual, not em ployed by a corporation which resents the im putation that its wires are deadly and needs evidence that they are harmless, will be able to report that he is proof against an electric light current, for instance. The fact that the mar velous cases of resistance to powerful currents of electricity are developed exclusively in the employea of electric companiea, carrriea with it, however, a threatening suggestion. If the e'idence in auch cases is reliable, the use of electricity for the inflic tion of capital punishment would be open to the objection that it would create a privileged class who from their ability to defy the lightning could not be injured by the official executioner, and would tend to drive murderer* for protection into this line of employment. ''Benefit of electrio companies' employes" wonld save a murderer from capital punishment as a substitute for the old "benefit of clergy." Such a condition of affairs could not, of course, be endured. No money will be drawn from the state treasury in advance of express authority, the heavy expenses of an extra session of the legislature will be saved, and that body when it meets will to a certainty reimburse the bankers. By this arrangement the state will be enabled to perform at once its proper work in clearing the obstructed atreams and abating nuisances, and the contribution*-of the chari table outside of the state may be devoted aa in tended to the relief of personal suffering. The people In Illinois and elsewhere who are persecuting Mormon missionaries for no better reason than that a degenerate arm of the Mormon church practices polygamy, would do well to restrain their ardor. It was the Naavoo struggle that aent the Mormons on their march acroMS the plains and raised them from an in sigmdeant handful of poor men and women to a rich and powerful church with an elaborate political system behind it Outside of the practice of polygamy, which is contrary to the laws of the United States, the Mormons are on an equal footing of respectability with the rest of mankind. A creed, however unsound, with such a history as their* has behind it thrive* on persecution. It can be successfully fought only by reason and fair treatment, ita opponents overcoming bad ideas with good ones. Fven the illegal practice* of the Mormon* will be be*t punished and abolished ? through legal mean*, and certainly no belief is ever crushed by lawless violence. Public interest is identical with newspaper interest, and newspaper interest is fickle. Few day* have passed since Oklahoma revelled in column* of newspaper attention. But who I* so behind the times as to write of Oklahoma ftowV For a short period flood disaster* mo nopolized attention. Already publio interest in the matter begin* to flag and the columns of newspaper apace devoted to it begin to dwin dle. What will be the next three days', seven flay*' or nine day*' wonder to fix the attention of the pnblic and utilize the display heads and crowd the column* of the newspapers? For mercy'* sake let something be done to avert the threatened clash of charity and pol itic* in Pennsylvania. The anti-Qnay men. it stem*, are alarmed at the prospect that Gov. Beaver may ao handle the money for the res toration of the Conemaugh valley as to strengthen Mr. Quay's influence in the western part of the state, where Mr. Magee has his home and is supposed to exercise his functions of partisan leadership. If anything could dry op the waters of compassion in the breasts of the generous giver* of America and put a check upon a liberal outpouring in future emergencies, it would be a quarrel at just this juncture over the spoils of flood fund. There is aome ingenuity, whether much prac tical sense or not, in the storm theory put forth by a railroad exper\ who take* the thirty thousand locomotive engine* in Korth America as a basis and calculates that they send forth into the atmosphere seven billion cubic yards of steam every day. If this calculation is anywhere near correct, it is not wonderful that there is so much humidity in the atmosphere, or that rain is so much more frequent now than of old as to draw invidious comment from persona of advanced years and well preserved weather-memories.
