This, he said, needed to be done with great care, and he therefore moved that a committee of three be appointed to take charge of the work and that the scope of hia motion be enlarged to include changes made by all countries from those in force in the United States. Capt Selveson made some remarks in fairly good Engliah to the effect that the phrase "under way," used in article 6, is difficult to un derstand in foreign languages and suggested that a general definition or term be given for the elimination of all doubt Delegate Goodrich thought this a good plan and threw out the idea that the new reguUtious be prefaced by a definatory article. He quoted the American law on the subject of the mean ing of this term, and Mr. Hall supplemented tii* information bv a few words about the En glish law. The latter, he aaid, is brief and to the point, defining a ship "under wav" to be one not actually moored by her anchors or other lines. The moment she begins to raise her anchor she is "under way. This view met with general approval around the board, although one of the Teutonic delegates thought that the words should be held to mean "under headway," but this was not favored. This article is intended to permit small vessels in bad weather to take their side lights on board and show them only on approach of a vessel. Delegate Hall opposed the change, saving that the article only applied in bad weather, and was to apply onlv to veaaclsso small that it would be difficult to keep ths lights alive. Capt Shackford thought that vessels so small that they could not show lights in bad weather should be kept inside and not allowed to endanger the safety of others, depending on the sleeplessness of a man or a boy to exhibit a light at the proper time. Mr. Hall said in reply to a question, if small vessels were not frequently run down because of not showing lights, that if they were it was their own fault resulting from carelessness. They were liable at law for damages in such an event That, retorted Capt Shackford, was Just what he wanted to avoid, the possibility of carelessness. riding lights. Mr. Hall moved to amend article 8, which provides for the carrying of "riding lights" by anchored vessels, so as to limit the regula tion for two lights to ships over 100 feet in length and for one light to ships less than that length. Capt Shackford wanted to know how a ves sel 600 feet long anchored with two lights could be distinguished from two short vessels with one light each. He called the attention of the conference tothe difficulty that would arise because of the difference between the standards of measurement In Belgium, he said, it was a misdemeanor for any one to use the foot measure as a standard.and the meter was used, according to law. He favored a change from the foot standard to the metric system. Mr. Goodrich replied that he folly realized the difficulty of the situation, which would con tinue until a cosmopolitan system should be adopted. The sturdy farmers of County Donegal, Ire land, are evidently in no humor to be trifled with by the crown officials in the prosecution of Father McFaddeu and several of his parish ioner* at M/uyboro. and if the crown attorney succeeds in his evident purpoee of obtaining a jury of twelve Protestants it will not be with out many unseemly disturbances in the oourt room. So violent were the protects at the action of the crown in dismissing every Catho lic juryman as fast as be appeared that the pro ceeding* had to be suspended pending the ar rival of a large foroe of polioe who had been sent for to preserve order. Two jurymen who had been accepted by both sides were told to stand down when the prosecution were in formed that they were Catholics, and they bo came so enraged at this treatment that they stubbornly refused to leave their plaeee. Another Catholic, when told to stand down after baring been accepted, got very maoh en cited and shouted to the crown attorney that Father McFadoen had no,share in the killing of Police Inspector Martin, for whoee murder Oe stood indicted.
