Heavi Artillery Competition.?Secretary Proctor has approved of a plan intended to encourage excellence in gunnery and in the preliminary instruction of individuals and bat teries among the heavy artillery troops of the array, suggested by Major (i?u. schohold, and a general order has been issued providing for a scheme of competitions. The principal object of theso contests as stated in "the order is by comparison of results to impress upon all Ofticeis. but more especially the batterv com manders, the necessity of thorough individual instruction iu the organizations under their conimaiid--tho sole menus by which our in fantry troops have reached their present high degree of proficiency in the use of their arm. The Movement to Elect Pickler Sena* tor m m Farmers' Alliance Republican. The senatorial situation in Sonth Dakota baa not changed materially within the paat few days, *ay the northwestern politicians in a gen eral sort of way. It is how certain that the Farmers' Alliance combined with the demo crats have a majority on joint ballot of two or three. Unless enough of the alliance men go to the republicans to elect a straight repubh can-which would probably be MooJy-then the democrat* will go to the alliance rather than the alliance to tho democrats; the alliance people outnumber the democrats two to one. The latter proposition, carried out, might mean the ?lection as Senator of Representative Pickler. Mr. Pickler is un alliance man, believes in free coinage, holds anti-protection opinions, is en thusiastically favor?bio to the subtreasurv scheme, is a prohibitionist, works day and I night in behalf of female suffrage, thinks the government ought to take control of all cor porations and altogether thoroughly represents the Hum total of South lMkotaV political eccen tricities. A number of republican* who would like to succeed Mr. Pickler as Representative ?re urging that gentleman to press his sena i tonal claims on the legislature. THE FINANCIAL SITUATION. Secretary Windom and his official family in the Treasury Department are keeping an acute observation upon the financial situation [ dnring these days of nervousness and anxiety, I but there if) really little that can be done beyond the purchase of per cent bonds, which will be continued for the pres ent. As yet no definite proposition has been received to buy 4 per cents and give fractional silver in payment, which has been suggested in New York an a means of relief, but inasmuch as the purchase ot 4 per cents offers the only new outlet for money to the market it is likely that such an offer from the bankers would be regarded with favor. One effect of such purchases would be to In crease the nomiual surplus, since the fractional silver coin in the treasury, amounting to over 919,000.000, is not counted as part of the fund* available for the reduction of the public debt The surplfu just now is about $11.000.000. In pursuing the policy of freeing as much money as possible the Secretarv has already caused the purchase of 4.500^l00"ounces of sil ver during November, this being the quota for tho entire month. This will, ot course, neces sitate a halt in the silver operations ior a few days, but tho purchase* will be resumed De cember 1. THE APPROPRIATION COMMITTEE. Members Hold a Preliminary Meeting ut the Capitol. | There was quite an assemblage of Congress men at the Capitol today. A meeting of the House appropriations committee was called for today. Estimates for tho District of Col umbia, the pensions and the fortification bill* were furnished by the Secretary of the Treasury. Messrs. McComas, Coggswell and 8ayers were present and after waiting seme time for the ar rival of other members of the committee Mr. McComas called the meeting to order. The clerk, Mr. Courts, laid before them the esti mates in his possession and announced that he had dispatches from other members of the committee stating that they would be here not later thun Monday next. 1 he work of the com mittee was then distributed among the old sub committees and an adjournment was taken subject to the call of the chairman. Amiss' lot is not a happy one, and his unhappiness is caused by the "turned down" liquor dealer*. Lieut Amiss is in charge of the drst precinct station, and that is the only precinct thu* far in which the liquor men'* applications have been acted upon and that is why ho is the only lieutenant thus far who is being besieged by those whoso pplicatiou* the Commissioners acted unfavor bly upon. They place the blame on tho lieu tenant, and want to know the wliy* and where fore*. The reasons for rejecting the applica tions differ. Some applicants who have the requisite signers and who have complied with other conditions havo been among those who hnvo fallen under the Commissioners' ax. The police think that if the same ratio of rejected applications holds good in the other precinct* the number of license* will come within the 400 rule. In some instances objection was made where the nluces were kept open all night and on Sundavg. and where the eating and drinking bars were in the same room ?o that on Sun days and after hours drink* might be aerved without any danger of probecution. As soon as tbe announcement was made tbere was a general fall in stocks. Vice l'resid< nt Bochmun of tbe exchange, when asked about the suspension, said: "All 1 know about it is that we received a note from tbe Barker* stating that they would be compelled to make an assignment I do not know any thing about their assets or liabilities. In fact. I do not even know the name of the assignee. Storks fell, but it will not make much differ ence in the stock market, as they hare not been dealing in stock* to any extent. They have been interested in ouUidc speculation, 1 sup pose. and to this probably is due their assign ment" Inquiry at the office of Barker Brothers A Co. this afternoon faded to elicit any informa tion further than they had made an assignment, end thai, perhaps, some statement would be made later in the day.
