Atyesterday's session a number of resolutions recommending changes in postal laws were adopted. It was recommended that postal notes in fractions of $1 be issued. It was also recommended that postmasters be permitted to employ persons to test carrier routes to ascer tain if letter carriers loiter. A proposition was adopted for the establishment of separate corps of Collectors of mails and the exemption of Union soldiers and sailors from civil service examinations for sudh purpose. The following committee was appointed to remain after adjournment of the convention to draft the recommendations of the convention into legilaation to be submitted to Congress: Postmasters Brown of Toledo. Burbank of Lowell, clarkson of Omaha, sperry of New Haven, Lewis of Atlanta, Nowell of Milwaukee and Harlow of St. Louis. A resolution was adopted that postmasters be required to return to senders all second, third and fourth class matters Indorsed to be returned, the sendors agreeing to pay return postage. The bills pending in Congress relegating paper-covered books to the third class and re stricting the distribution of sample copies of newspapers and periodicals wereindorme.L An enlarged size o stamped envelope for the special-delivery service was recommended. The Postmaster General was requested to urge a liberal appropriation for a post oNoe at the world's fair.
