Bow th City Eas Grown as Streets Nave Dean Improved-A Protest Against Grade Cr..a=g--Proviasoa erged tor Eantadlag srees Beyond the City LMtse. Capt. G. J. Fiebeger, assistant to the Engi neer Conmissioner, today submitted his annual report of the workings of his department, em bracing surface improvements, for the secal year ending June 30, 189M. The nature of the work, together with a statement of the appro priations and expenditures, is shown in detail. Ali the streets in the schedule for 1891-1892 for improvement have been completed and a sum mary follows showing the amount of work done since the last annual report. . Then follows a table of considerable interest. given below. It shows the condition of the streets of Washington and its suburbs on July 1, 1892: Square rards of surface. The rough stone, macadam and most of the trap rock pavements can only be considered as temporary im ovements and must eventually be replaced with some better material. They are difficult to keep clean and in repair. The distribution of the improvements in the various sections of the city is shown in the fol lowing table: V Ir a;4 nTREET EXPENDITUnXS AND INCRECAMIZ IN VAL UATIONS. Considering the rapid development of all mo tions of the city the appropriation for improve ment of streets for the next 11scal year should, he says, be at least, 0730,000; of this amount abont $=5,G0O will be necessary to complete the schedule of the present year. The effect of the improvemenis made under the prsnt form of government in shown brel in the following table. The two periods have ben selectedCapt. Fiebeger says. because it was durin the firast that the old wooden pave ments laid bythe board of public works were being relcdand during the second that the improvements were extended into sections of the city never before improved. I have accord bigly recommended an appropriation of 020,001. rn m sterm. It bs evident. he ways, that at the present rate of extending the improvements it will be years before the streeta are improved in somay parts of the city and suburbs. The permit system was devised to enable ty owners who were iling to pay for thse to have them ahead of the regular By paying one-half the cost of the iproe meant property owners are now to secure sewers, sidewalks ad a7 pavement. There seems to be no good reason te mame system should, not be applied to roadway pave. ments, and I would therefore recomnd that this item be again inserted in the estimtes for 1898-6L Of the 0165,00 appropriation for the im provement and repair of aeys and sidewalks and construction Of sewe and sidewalks 0 121. 958 was alloted to the surface department for the improvement and repair of alleys and aide walks. In addition there becme available dar in the year about 025,000 more, which was paid on work completed during the year. cOxCARB? PAVEMaNTa. On July 1, 1891, the total area of concrete pavements was 2,411,449 yards. They were laid as stated in the following table: caeser cal tar. XEPAIRINo AND nxavaracING. T e average annual cost of making ordiAar repairs has been about cent. per squre yard. As the pavement. now being mado are superio to coal tar and cartier asphalt pavement. at is safe to say that this cost will decrease as soon as all the old pavements have bean resurfaced The cost of resurfacing will probmbly remit constant at about 1.0 a qure yard. Th life of coal tar pavement, t Is the tim; which elapseh between the eeapletion and the resurfacing, has varied from two to twenty years. The life of the asp eand asphal block are still undetermined. Th rasphalt pa ment laid on Pennavlvania avenue lasted ao twelve years; this should be the minimut lif for these pavenecus if well oid. The A rst asphalt block pavemente lated sbout nine or ten yearse but the alt of the blocks has Improved since these were ad a much longer lIf is expected of those la since 1.85 The coal tar pavement. laid before 1879 ama no longer be kept In good eondition by ordi nary repairs and should be resurfaced at once. To provide far this and for ordinary reaon the appropriation for 18-96 should beate 0200.000. In connection with the appropriation for ear rent repairs the report calls attention to theU neceasity of providin better sidewalks a Terbe around the publio pteks. There shoald be a special amount set aside for this purpos every year, and Capt. liebeger smggest. thai the approrition for current repairs of istreets, &c., for 198-96 read as follows: For current repairs of streets, avenuas and alleys, 050,000, of which 05,0 shall be ex pended upon the sidewalks and curbs aronmd public parks and ressrca vnona.
