The arrest of Jacob Miller, a butcher of Rocky Ridge, this county. the other day on the charge of criminamly assaulting his thirteen year-old niece, Beses Miller, was followed Saturday by the arrest of Henry Abey, a col ored man living in the mountain west of Em mitsburg, this county, charged with 'a criminal ssauls upon Mrs. Jacob Zurgable, a white woman also living in the mountain near En miteburg. Magistrate 8tger found Abey guilty of the earious chargeand committed him to the Frederick jail to await the action of the next grand jury. The circuit court for Frederick county has decided that the city of Frederick is liable for damages for injuries that may occur to any citizen by reason of non-enforcement of the city ordinances. The case upon which the decision was made was that ofE. K.-Frazier, who was bitten on the hand one day last sum mer by a dog that was running loom in the streets without a muzzle, in violation of a lqcal law. We brought suit against the city for $100 damages. and Justice Edward Hewer decided the case in his favor. The city appealed from this decision, and the court in hearing the appeal affirmed the judgment of the lower court, thus establishing the liability of the city for damages in the event of future non-enforce ment of ordinances designed for the protection of the people. Frederick's one prominent social organiza tion, the Catoctin Club. which was organized in Angust, 1884, has disbanded, owing to lack of interest among its members. Wm. P.
