OCT PrEALLY ALL atmI DraATExI AND TUB 3aTram sons ovn 'TuRn ZEsAWUam O LOCaL INTUaseT CON The struggie to obtain a new government printing oace is further from solution than when the movement was lret begun about three years ago. The Senate today ef used to in.ert in the sundry civil ball the amendment favorably reported by the joint committee on printir.g appropriat ing *230.000 for the purchase of the Johnson sate and the erection thereon of a new build ing. This action was taken after the Senate had devoted Ave hours to advocating one site er at.otber. The debate began yesterday at 3 o'clok. an account of which will be found in another column of Tax STAa. The first substitute. ofered by Mr. Vest.for the Mahone site was do frated 24 to 21. The amendment of Mr. Gallinger to -alarge the present site met a similar fate b 34 to 14. and then the original amendment also went down by 28 to 21. When the cousideratuan of the sundry civil bill was resumed in the Senate today the dis enisaon of the amendment for the purchase of a este for a government printing office was continued. Mr. Gornan took the loor. He sail that he ditliked to detain the Senate. but the need of additional facilities for the government printing office was admitted on every ade. He reviewed the history of the matter and expresseet himself frankly in favor at one stage of the proceedings to baie the government. condemn property adjoinirg the present site and enlarge the building now occupied. thus saving thounands of dollarm. He has not changed this nion. bus Congress bad placet the selection of a site in the hands of the joint committee on printing and be was amazed and antonished after C'ongress had especially designated this committee to investigate this ques tion and after this committee had dealt with the quest:n fairly and justly and decided on a site which was the cheapest one as ailable and snitable. another committee should report a different proposition. He de plored this condition of affairs and controversy of a personal character between two committees ax.! would be sur'prised if the report from the comimittf e on printing was rejected. Mr. Harris interjected the remark *hat the propoeition seema to him to be thi.: that both etee had equal railrnd fa ilities. but that the Johnson site was cheaper and nearer the Capi Sl-two very desirable points. ANOTXuM omrra FOR TUE XAUONs LOT. Mr. Test claimed that the Mahone site was' not further from the Capitel than the Johnson site, and without objection qubmitted on the part of those advocating the Mahone Rite a propesition to sell it for $1.10 per square foot as a compromise. Mr. Gorman thought that this matter should not be an auction on the floor of the Senate and reiterated his hope that the report from a com matee given full juriediction should not be re .ecteet. 'ir. Allison asked whether if the Baltimore and Ohio viaduct ran down Delaware avenue it would not be an injuance to have the street oc empied and then at the same time take the parking on one side of the street for building purposs In reply Mr. Gorman stated that. like the Senator from Miosourn. Mr. Test. he con-idered the permanent location of the Baltimore andl' Obo tracks in this city was a matter of the dim fatire. Mr. Faulkner interrupted to state that at the point referred to Delaware avenue is 160 feet wide. and consequently the road would not rUn elose to the proposed site of the new building. 3M, OaI.%eGOa ?See2eINS To coNtoii1v. The door was then accorded to Mr. Gallinger. who supported his proposition to condemn land adijoinmg the tresent site and enlarge the building now occupied. No one, he said. was more desimas than he to have this question settled and a new building erected. He Ws glad to have as an advocate of his lan the distinguished gentleman fron Iarvland i Mr. Gorman w. At some length he stated his opposition to the Johibson tract. the incipal one being the necessity of the emploecas to cres at all hours of the day and igt 'the tracks of a railroad. The change of track. of the IL and 0. was something that ca.ngres. has tried to accomplish for twenty-five years, but were no nearer the desired end than ever. It is not connected with the Capitol by any line of street cars. and is twice as far as the present 9oe. and a great deal of money would have to be expended to give gas and water facilities. A more ineonvenient and undesirable site could hardly have been chosen. le thought that a direct communication between the Capitol and the printig office was much more desirable than direct commianication with a railroad on ac count of the cartage that was necessary. To Xti.AnOE TaE PRESENiT artLDING. The logical and suitable solution of the problem was that to enlarge the present build g. a plan indorsed by every practical printer with whom he had conferred. It met al the requirements demanded by the com mittee on printing--the area was suffi cient. 4acilitas excellent and location better than any yet proposed. The amount to be saved by an enlargement was argued as one of the points wh: the plan he advocated was the bet solution of the problem. The buildings erected adjoining the present builing were not of an expentave character, and shue the purchase of the land might cost more the total espenditure in has judgment would be lees. As between the two site. the Mehanoe and Johnson --he had very little choice, but believed he would follow the corn mittee on printing. Mr. Mander'son wished to controvert the ob jetsome madhe to the Johnuisn sate because it was claimsed to be of irregular shape. anid con ae-luently a bad one for architectural purpones. ele cited the casse of the New York post office as being one of the tinesat structures ever erected, and it was a triangle. The Johnson tract is alnaneat a squiare. lA-garinag the change in the IBaltimore and Obi:. tracks. he staid that he underasood the plans teor ihe cindaict were already comopleted. amad he bat ito doubt that tian great improve ment woiras saus be begun. When this chan~ge s made the Mahofe tract will be re moved trom the railroad. rTE waoNE aiTE Eso~cEED orT. .'t the conclunatn of Mr. Mlanderson's re mark.
