Spencer, in compliance with a resolution adopter! by the general mem bership committee in this city of the Na tional educational Association, of which committee she is a member, has Issued a circular setting forth the advantages to teachers of membership in the association, and presenting, also, reasons why those not engaged in teaching should unite with it. All persons interested in educational work, but who are not associated with schools, are eligible to associate member ship. Opportunity Is offered in advance of the meeting of the national association here for all such, together with school officers and teachers, to connect themselves with the organization, upon the rules laid down in Mrs. Spenctr's circular, which are as fol lows: 1. All teachcrs actively associated with the management of educational institu tions. including libraries, periodicals, mus eums. scientific and artistic organizations, jr.ay become active members. En inent educators not residing in America may be elected by the directors J to be corresponding members. The number I of corresponding members may at no time exceed fifty. All others interested in educational work may become associate members upon payment of the annual fee?12. 4. Each member of any of these classes will receive the annual report of the pro ceedings of the convention for that year, and a history of the year's work of the as sociation. When it is understood that this organization lays under tribute the leading minds of the age, securing living educa tional truths in every department of edu cation. it is clear that this volume of more than one thousand pages of the choicest educational material is worth far more than the annual membership fee. 5. The name, educational rank and hls tcrv and residence of all active and cor r< sponding members will appear in the re port of proceedings, and members of the c mmittee soliciting memberships should ascertain from what institution the candi date graduated, what year, present rank and date of appointment. ?/?. Hut if it is not paid his mem bership lapses, and to become again an ac tive member he must again pay the en rolment fee. The object of this regulation is to give permanency to the organization. The pub lication of the names of active members brings tlem into fraternal relations with the leading educators of this nation and of thu world. 7. Imring the convention admission to all of the mammoth public sessions will be, lirst. to all active members, known by their badges: second, to all associate mem Icrs. also known by their badges, and then to the general public. "In some cities," Mrs. Spencer says, "it has been a grief and mortification to teach ers who had worked hard to prepare for the coming of the N. E. A. to find that, not having become either active or associ ate members thereof, there was not even standing room for them, and they must lose what they most longed to hear. "It is obvious that unless this regula tion w. re adopted the members themselves would be practically deprived of seats and all other privileges. The local committee of Washington greatly desires that every tea; her in the < ity should thoroughly un derstand the situation. "The largest exposition buildings in the country have not been large enough to contain all who wish to enter these as semblies. and frequently the outside au dience demands a speaker, secures another 1 hall and the work goes on. The regular weekly meeting and drill of the Alexandria Light Infantry will he held at the armory tonight. It is expected that there will be a very large att?ndance. This company has been harshly criticised on account of the action taken at a meet ing last week, when only twenty-five men out of sixty agreed to enlist for service in Cuba. It is now stated that this action was taken under a misunderstanding of the situation. It was rumored that the men would be called upon to enlist as in dividuals^ ami would not serve under the regular company oSicers, but would have to serve with such company as they might be assigned to. Such, however, is not the case. It !s stated positively that no company forma tion will be broken up, but that the pres ent company oltlcers will remain in com mand. Under these circumstances, is believed that nearly every man on the -oils of the company will decide to volunteer. With Capt. Albert Bryan in charge, it is confi dently expected that tl?? Alexandria Light Infantry will make a name for itself. There have been a number of recruits since the blowing up of the Maine, and it is thought there will be a number of applications to night. The company will be ready to move on short noti :e, although it is very poorly equipped. The rides used by the company are all old and in very bad condition. All these defects in equipment will be remedied, it is said, when the company goes into camp at Richmond. Field Hand. Sergeant Major W. E. D. Kraus of the 3d Regiment Virginia Volunteer Field Band has been asked by Colonel Gaines of the 3d Regiment to report the number of men who will volunteer from the band. The organization will meet tonight for the purpose of taking action In the matter, and It is believed that every man will volunteer. Police Court Come*.
