In consequence of numerous complaints from citizens in reference to the alleged ex istence of a number of "speakeasies" in t-he fourthi precinct, Major Sylvester has had Lieutenant Hlollinberger, Who is in charge of the precinct, to make an in-es tigatiotg of the matter. The latter has re ported "that there was no doubt of the cor rectness of the charge, but that the fault liea with one of the regulations of the ex cise board, which deprives policemen from mak:ng oath as to the existence of such places, unless they are actual witnesses of the sale of liquor. Lieutenant Hollinberger suggests that the regulations be amended so that when an offcer knows where liquor is being sold il legally he can swear out a warrant before the clerk of the Police Court and make use of it at the proper time.
