NEW INSPECTION BOARD OFFICIALS WHO WILL ADMINISTER PURE FOOD LAW. Secretary W ilson today created by executive ord<-r the board of food and drug Inspection, whose duty it shall be to administer the national pure food law. The board constats of Dr. Harvey W. Wiley, chief of v**, 1111 11 ?,f I'h^miotrv chairman* Dr. Frederick L. Dunlap, whose commission as associate chemist dates from todaj, and George P. McOabe, solicitor of the Department of Agriculture. Secretary Wilson has found it practically impossible to take the required time to go into all the necessary details imposed in the admit >stratlon of the pure food law. The amount of administrative work in this connection. he says, has been rapidly increasing during the past months, and to keep up with It, he has found, will take absolutely all his time. President Roosevelt was consulted in the matter, and at once gave hearty assent to th>- plan or placing tne anmimsw uuuu vi the law in the hands of a board. The appointment of Dr. Dunlap was the direct result of correspondence the President lias had with presidents of the larger colleges* of the country. Dr. Dunlap leaves an Important post in the University of Michigan. from which university he graduated in chemistry In 1M?2, and from Harvard in ls!>.'>. since which time be has devoted himself to college work in that S( iencc. Dr. Dunlap will receive a salary of a year, the highest that can be paid under the law. and will devote his enure time to the administration of the pure food law. To comply with the letter of the an. secrnary v> nsun v??n oifen istrative acts in connection with the pure food law. but says lie will feel entire conhdenec in acting without investigation on the recommendation of the board. Hereafter the hoard will conduct all hearings connected with the j>ure food law. FORGINGS FOR GUNS CONTRACTS AWARDED INVOLVING EXPENDITURE 01 $1,500,000. On the recommendation of Hear Admiral Mason, chief of the bureau of ordnance. the Secretary of tlie Navy has mad- contracts for a large amount of nil kel-steel forcings for guns for warsiiips under construction. Hids \^ere recently received for sixty-two sets of such forgings from tlie Midvale Steel Comjiany. Bethlehem Steel Company and the t'rueible Steel Company. The last-named company bid -fl'a cents per pound on three sets of six-inch, fifty-caliber forgings. but did not bid on the larger sizes. The other t*yo companies put in identical bids of .'< > cents per pound for all forcings. It is estimated that the entire amount named would cost about littit. The department has made contracts with the Midvale company for ten sets of twelve-inch forcings and fourteen sets of five-inch forcings, with the Bethlehem company for six sets of twelve-inch forgings and fourteen sets of five-inch forgongs. and with the Crucible company for three sets of six-inch forgings. It was decided to withhold action with respect to the remaining twelve sets of twelve-inch forEines and three sets of seven-inch forcings until certain questions in regard to deliveries can be determined All the employes of the Washington Ki'n factory are interested in this matter. ? The attention of District Atttyney Baker was" called to this alleged violation several days ago. when a driver of one of Mr. Conrad's sweeping machines was either discharged or left, and when he went to demand his money he was told tiiat he would have to wait for a week or so. Not satisfied with this the man called upon Commissioner West, who has supervision of the street sweeping, and explained his grievance to him. Mr West informed him that the District government had nothing to do with his pay; that the matter of machine sweeping Is let out by contract, and the hiring and pa>ing of workmen in the service are left entirely with the fnntractnr Determined to seek satisfaction, the man went to the district attorney, and In stating his case made the allegation that the m?-n In the machine sweeping service are helng worked overtime, for which they receive no compensation, and In violation of the law. Mr Baker at once called upon Commissioner West to furnish him a detailed schedule of hours assigned to the employes of the street cleaning department, whlrH information was furnished to Mr. Baker today.
