as to salaries of teachers and
officers for the next school year, said:
"I have endeavored to follow as closely
as possible the rulings of the various superior
accounting and auditing officers. To
certain of these legal and administrative
provisions I desire to call your attention:
An officer or a teacher can be promoted in
salary only once in a twelvemonth. Several
hundred teachers have been either appointed
or promoted at some time within
the past twelve months. Though not eligible
to increase next July in the case of
officers or next September in the case of
teachers, they will be eligible to increase
within the year.
"An officer or teacher demoted in salary
class goes to the highest salary o? the lower
class. In certain instances teachers are
not recommended for increase at present,
though recommended for retention. In some
of these cases a transfer to another school
or division will later be recommended." '
