Insurance Against Divorce. From the St. Paul Dlapatch. It might be supposed that the Knglish company that Insures its clients against rainy daya occurring* during their holi days had said the last word in Insurance, but why not Insure against other disap pointmenta? There is marriage, so prune In theae days to come to an untimely end in divorce. Even in this country there are many companies only too glad to In sure against the untimely ending of a railway Journey through accident. The Journey through life can be properly in sured at the will of the client if he ha? a reasonable constitution and ancestry. They why not insurance again?*t the In terruption of the journey through wed lock. Of course many phases of the sub ject will present themselves to the ap plicant and to the underwriter. The ex tremely modern person will suggest that the risk is too great. No one would dare undertake to write divorce insurance. To meet this objection It might be urged tbat many marriages even in these days continue until the death of one of the parties thereto. Even twenty-five years hence such cases will probably not be unknown. But the growing rarity of safe marrlagree will at course tend te ad Just the terms of the divorce Insurance. LAND TAXES AROUSE ' A STORM OF PROTEST Even British Liberals Are Say* ing Things About Mr. Lloyd George's Budget Fotrlcn (VfmwniMlmrw ef TYi* fttar. LONDON. August 30. fftt. The few liberal politicians who art left in town are very uneasy at th( storm of anger which has been aronsi ed throughout the country over ?h< land tax Inquisition. When the rum? bllngs of the storm were heard ther^ was an endeavor to placate the irritate ed land owners, and Mr. Lloyd Georir#'( letter giving advice about making ou< the complicated official forms. wa?y strange as it may seem. Intended to irj as oil on the troubled waters. Its ef? feet has been to Increase the Irrlta* tlon. and unless something Is done bj the cabinet shortly a revolt of liberal land owners Is threatened of a k1n<J which ministers will not be able tfl ignore. For those who are complaining oj the intolerable character of the valua* tlon forms are by tio means confined to one political party. The land unlofl 's receiving- hundreds of lettera fronj liberals, and there la no doubt tha] many members of the party who wfii quite unmoved at the government's at* tempt to tax liquor are finding theli ties of loyalty strained to breaking point now that they are themselvea getting to know at first hand wbaj "People's budget." legislation really means. Small Holders Complain. Government members representing agrl* cultural constituencies are receiving bit ter complaints from constituents who owr| small piecea of land, for these are placed In an unhappy predicament when it comet to fixing of the values for the new "Doomsday Book." Altogether the land valuation scheme seems likely to do as much damage to the government's repu tation as any part of a financial measure possibly could. All the tory papers are flooded with letters from landowners de nouncing the "inquisition," and the lib eral press, after an attempt to minimize the difficulties regarding the official tifi> questions to l?e answered, have kept vei > quiet. The straw-colored examination pup>' which Mr. Lloyd George, upon dcp.ir for his motor trip on the continent. . left behind him as a holiday task tor in landowners, great and small, in U?t United Kingdom, must, according to a statement printed in l?old letters at the head thereof, be answered under a pen alty not exceeding ?."*?. The period for answering Is thirty days, the minimum time which must be allowed to land owners under the act, hut Mr. IJoyd George, with regal clemency and airy dis regard of the revenue regulations, will allow another week or two. if the task cannot be completed in the time. Moreover, if any landowner is unable to make head or tall of complicated ques tions which the chancellor has set them, he is Invited by that arch-humorist to step into his parlor, or rather into the parlor of the local valuation officer twho may, in some cases, be the village grocer), and that official will fill la the paper for him. Irony of the Suggestion. In other worda, the suggestion is that the very authorities whose ruling, as to value or otherwise, is the very thing against which the taxpayer has to be on his guard, should put into the taxpayer's mouth the original statement ahlch will forever hereafter, when the value of his land Is in question, be used as evidence against him. For the returns which ha-e now been required are to constitute th? material for what the land taxers solemn ly call the new "Doomsday Book." and that which is now written down therein can never be erased. It is a matter of the greatest dlffl^elty to present to the average layman land owner any succinct and simple account of the nature of the new land taxes to which he is now liable. But this is not wonderful, seeing that the language of the act has already baffled most trained lawyers, from the chancellor of the ex chequer and the attorney general down ward. OLD LONDON HOUSES BEING TORN DOWN ? i??? ^ To Make Boom for Widening Bish ops gate Street to Accommo date Tramcars. LONDON, August 30. 1910. The wreckers are busy just now pull ing down the building on a part of Bish opsgate street, packing the debris Into carts and taking It away. It Is a bit of street tliat projects and makes an awkward bottle-n?-ck for the omnibuses, and when it is planed away and thero la in its place a tidy wall of brh-k. tramcars will be brought up to this, the bark door of the city. It Is a queer Jumble of shops and houses, old and new, elbowing each other within a few yards space, all with that char acteristic London look of casual growth which, if it is not picturesque, ia at least odd. Imbedded in the stratified mass are two slender taverns, and in their names, the Black Raven and the Prim rose, there is a faint reminiscence of a different day absent from their cheap and shiny fronts. Even after many transformations antiquity clings like a scent to the names of inns. One op two eating houses are among tho doomed, eating houses with nothing more edible in the windows than as pidistras In green pots, and where through the ever-open doors you se? a few meditative clerks and warehouse men sitting in the high pews. The End of London. A gray tablet with "sculptural trim* mings" on the most easterly house tells you that this is the limit of the city of London; beyond it you are In Norton Folgate. This house has a yel low plaster front, a sagging tile roof and dormer windows, through which you get a glimpse of time-polished wainscoting. It is a photographer's shop much resorted to by couples in caps and feathery hats. There are a few pleasant old grained doorways with decorative fanlights and knockera. and a little cave of a tailor's shop with sloping shopboard, whose sol>er letter ing contrasts with the new exuberance of the Jewish tailor's a few doors off. The courage of these evicted shop keepers is inspiriting. Some of them merely advertise their approaching doom, and carry on business cheerfully, with the wreckers at work on the top story. These thirty buildings have n<? particular association, except the his toric continuity of life on one spot. Across the street It is different. If they pulled down the remaining jut ting and gabled shops our last memory of Sir Paul Pindar's house would have gone. Yet there would still be Spital Square. Killing the Goose Again. from *T?*ybodr,? M?g?*lne The old family physician being awey on a much-needed vacation, liis practi,* was intrusted to hi? son, a recent medl. cal graduate. When the old man re turned. the youngster told him. among other thinga. that he had cured Miaa Ferguson, an aged and wealthy aplnater, of her chronic indigestion. "My boy." said the doctor, "I'm proud of you: but Miss Ferguson's indigestion Is what put you through college."
