After the speech the President went to
the Hotel l.a Salle to attend a reception
and lxill by the Irish Choral Society. The
President today spoke at the American
Mining Congress in the morning, at a
luncheon of the Chicago Bar Association
at noon, at the dedication of the naval
training station at Fort I'duff in the after
noon, and will be initiated in the brick

corner stone for the new clubhouse of the!
Hamilton Cltib Monday.
At Milwaukee yesterday he spoke to j
employers and employes of Milwaukee
and l,.">tt) men sat down to the tables.
Side bv side were the wealthiest manu
facturers and the m< n who work at the
ben- h and lathe. In the boxes were wom
an social leaders, and at the tables were
women who work in the factories.
The President spoke on the relations of j
capital and labor and both praise d and j
criticized unions. lie advised the em
ployers and employes to pet together on
legislation affecting their interests.
"We have our problems," he said, "and
they are ^oing to be a test of American
ingenuity, but I think there is one solu
tion of them?perhaps that is because I
am a lawyer and judge?and that is that
we shall enforce the law against every
one, high and low, and whether it be a
trust or a trades union.
May Have Referred to Trust.
Since the tilimr of the suit against the
Cnited States Steel Corporation the Presi
dent has spoken twice about the enforce
ment of the iaw without discretion. There
has been some question on the part of
those who have heard him whether he did
not refer to the discretion shown by
Theodore Roosevelt at the time he per
mitted the steel corporation to absorb
the Tennessee Coal and Iron Company, as
is charged in the complaint filed at Tren
ton, N. J.
*1 have always advocated the exist
ence of labor unions," he continued.
"Without them the individual would be
at ihe me:ey and wholly unable to meet
at those junctures in his relations with
his employer the greater capital and
force and power of his employer, and
therefore it is essential to have an or
ganization among them to have what we
call "trade unions."
"Trade unions. I doubt not, have
brought higher wages and better condi
tions. but, on the other hand, we nfust
not fail to recognize that such organiza
tions have prompted at times violations
of law and violence.
"Strikes are legal, but a strike used for
a secondary boycott or for other illegal
purposes may become illegal."
