Winners In The Star's anti-fly essay contest, besides being awarded a total of $30 in prizes, will be the recipients of complimentary certificates to be presented by the health department of the Dis trict. Health department officials are Inter ested in the contest, for they believe that some of the papers may develop new ideas that will be of value to science in fighting the fly pest. Dr. William C. Woodward, health officer of the District, is one of the judges who will decide on the merits of the essays submitted. The contest will close next Wednesday, May 15, and the names of the winners^ it is expected, trill be arinpunced by the latter part of the week. The cash awards consist of two first prizes of $5 each, two second prizes of $3 each and two third prizes of $2 each. Inquiries concerning the contest should be addressed to the Anti-fly Campaign Editor of The Star. Essays submitted after May 15 will not be considered. Contest Is Close. According to Dr. Murray of the health department, who is supervising the anti fly campaign, there has been little change during the last few days in the relative standing of the contestants in that cam paign. While a number of new competi tors have entered the race, none of them has brought in a sufficiently large num ber of flies to enable liim to displace any of the leaders. There are slight mar gins between the scores of a number of the children and indications point to a close finish in the race. The prizes to be awarded by The Btar at the close of May to children who kill the greatest number of flies amount, in all. to $00. The value of the first prize is ?!0. Scarcity of flies, say health officials, has prevented the contestants from mak ing big scores, although a number of them have killed several thousand insects. Showing Is Encouraging. "Considering the fact that there have been but few flies this spring, the show ing of the contest so far is decidedly en couraging," said Dr. Murray today. "There is no estimating the effect it will have in reducing the size of the fly popu lation ultimately to be developed here this season, except that we know it will be tremendous, inasmuch as the slaughter to date will prevent millions of insects from coming into existence. ''The recgrds of the contestants are be ing kept up to date, and I will be able to announce the winners the day the contest closes. The present outlook is that the margins between the highest contestants will be Represented by a few hundred flies only in each instance." CLEAN-UP COMMITTEE - TO CONS report Plans for Permanent Organi zation to Be Framed?Meet ing Saturday. John G. McGrath, chairman of the com mittee appointed to formulate plans for a permanent clean-up organization in the District today called a meeting of the committee for Saturday afternoon, at y o'clock, in the offices of the health de partment in the municipal building. The committee is under instruction to submit its report May 21 to the city cleaning week committee appointed by the District Commissioners, which will act on the recommendations made with respect to the formulation of a perma nent body. "Several meetings may be required to get the recommendations in shape for transmiaion to the general committee," said Mr. McGrath today, "as the mem bers of the committee with whom I have talked are of the opinion that the work should be done thoroughly. We will can vass the whole situation before drawing up a report." It is more than probable that the per manent body to be created will adjourn for the summer after It has appointed subcommittees to carry out whatever plans suggested by the McGrath com mittee may be adopted. Officers will be elected at the May 21 meeting, and it is not unlikely that by-laws will be adopted for the organization. Am foe alleged insane. New Organization to Fight Against Wrongful Incarcerations. NT3W YORK, May 9.?The newest or ganization to apply for incorporation un der the New York state laws is "The American Society for the Protection of the Alleged Insane," which aims to save sane folks from being held for Insanity. The incorporators state that "many cases where sane persons were pro nounced insane, committed to Institu tions and ultimately discharged after le. gal fights prompted clergymen, law yers and physicians to organize this so ciety for the purpose of preventing such miscarriages of justice." Mrs. Margaret Evans Wright, general secretary of the new society, was re leased from an asylum at Central Islip, L. I., last month after she had convinced the court of her sanity. "A case in point," says the president of the society, "ia that of Mary Eliza beth Lewis, who was detained for twenty-two years in Bloomingdale before Bhe was found to be sane. Another case is that of J. I* Chaloner, who was ad judged Insane in this state, and afterward wrote such creditable works as 'Pour Years Behind the Bars of Bloomingdale' and 'Lunacy Law of the World.' Chicago Han Beleased After Spend ing Two Months in fail. CHICAGO, May 0.?Charles Knight, after serving1 two months in jail awaiting trial for the supposed theft of a diamond brooch, succeeded In proving his inno cence by a small advertisement which he Inserted in a newspaper, and last night left the county jail a free man. Knight found the brooch in a North 8ide restaurant. He was sick and need ed money, so he pawned his find. With part of the money he inserted the adver tisement announcing the finding of the brooch. In the meantime the pawn broker had been notified that the proper ty had been stolen from a Mrs. Artmeul ler. Knight obtained a sum of money from his brother and went to redeem the brooch. He was arrested. The case came before Judge Petit in habeas corpus proceedings. When tho court heard that Knight had repeatedly called to see if there was an answer to the advertise ment he garve him his freedom. GUADALAJARA, Mexico, May 8 (de layed In transmission).?More than a dozen earthquakes were felt here at In tervals n-om 6:30 o'clock this morning up to 5:50 o'clock this evening.
