ACTION IN EVENT OF OPEN RUPTURE IS DECIDED UPON Semi-Official Press Says Nipponese j Would Seize Stragetic Points I and Railroads. TOKIO, May S. -The Japanese foreign office announced this morning that it had received no information as to the nature of China's reply to Japan's ultimatum. The semi-official press publishes to day an outline of a program said to ; have been decided upon by thf> govern- j mont for military and naval action i against China in the ev^nt. now re- ! garded as unlikely, that an open rup- ! ture should occur. The program as j published provides for the occupation by Japanese forces of the centers of wealth and political power of China. This penetration of Chinese territory would continue until the demands of Japan were granted. Japan's aim in these operations would be to avoid bloodshed if possible. Chi nese troops would be captured and dis armed. and not fired upon unless they offered active resistance. Would Seize Railroads. For the operations in the north of China, according to this program, strong forces would be landed in the Gulf of Pechili to occupy Peking, Tientsin and other important points and seize the railroads. In the south important moves would be made jointly by the army and navy. Chinese vessels would be swept from the coast. The chief base of operations would be established at Tientsin. It is generally estimated l.ere that China has about 4.~?0,o0o troops under arms, 300.000 having had modern mili tary training, arid the remainder be longing to the old school. The general staff has arranged to requisition all a Japanese steamers of more than l.ooo tons in case of neces sity. Plans also have been made to escort Rki Hioki. Japanese minister tc China, from Peking to Tientsin. Dr. Roy D. Adams Appointed. The Commissioners have appointed Dr. Roy D. Margaret Stout, convicted of keeping ;? disorderly house, was sentenced to day by Chief Justice Covington to serve t wo years at Occoquan. Tl\f maximum I sentence provided by law is one year, but as there were two counts to the indictment the court imposed the max imum in each, one to follow at the ex piration of the other. An appeal was rioted and the accused released on $4, 000 bail. In overruling the motion for an arrest of judgment, on the contention that the Kenyon law superseded the common law charge of keeping a disorderly house. Chief Justice Covington took oc casion to say that he was in Congress when the Kenyon law- was enacted and he is satisfied that it was never in tended to change the common law crime of keeping a bawdy house. Attorneys Robert I. Miller and Hay den Johnson represented the defendant. Assistant United States Attorney Haw ken conducted the prosecution.
