Accambray, discussing the war appropriation, criticised the min istry of war. He declared defects had been proven In shell making. Objec tions and protests from various parts of the chamber interrupted M. Ac cambray, and the president reminded the speaker that he should stick to the Question under discussion. M. Accambray affirmed that the sani tary service of the army was respon sible for the deaths of many soldiers H$ regretted, he said, that the national resources were being extravagantly disbursed, and deplored the lack of foresight displayed in preparing for adequate supplies and munitions. M. Accambray affirmed that he did not wish to criticise the leadership of the army, but solely the cabinet. Premier Vlvlanl admitted that the government had made mistakes, but that It was always willing to correct them when a way to do so was pointed out. His statement thst "not only members of committees but every dep uty haa the right to oome and go and to observe the entire military organ I lzatlon" was received with great ap plause. "The present hour," he said, "is no time for words of pessimism. France will go to the very end. The task will be hard and It may be long, but we shall go through.
