He said that all nations de sire to bring an end to the war by the most honorable means possible. The German government, he ex plained. had been informed twenty five hoars beforehand of the measures which Austria-Hungary had been compelled to take. He added that the German government was aware one year tf? that Austria-Hungary waa unable to continue the itmnle ber yond a certain time. Representatives of the German gw< eminent and the German emperor had been warned on several occasions, the premier continued, that Austria-Hun gary would hold out as ions as the military, financial ana economic sit uation permitted. Troops to Go Home Quietly. Prof. Lammasch said he believed the troops ,at the front would remain faithful to discipline. The govern ment had taken all measures to bring back the troops to their homes in the most rapid and most orderly manner possible. If the soldiers quit the front prematurely and in disorder the sup ply system would be endangered. The Austrian government is ani mated by democratic convictions, but believes that definite decisions can only be taken when the soldiers re turn from the front. Meanwhile, measures can be discussed provision ally and will be submitted later to a free and general vote. The frontiers of the different na tional domains in the monarchy, the premier added, will be fixed by agree ment between the nations. Charles Wired Kaiser. The message from Count Karolyi, | who is head of the Hungarian inde pendent party, reads: "Revolution in Budapest and na tional council took over government, llllitary and police acknowledge na tional council completely. LONDON, November 1.?After the I proclamation in Budapest Archduke | Joseph, the representative of the em peror, left the city, according to an I Exchange Telegraph dispatch from Zurich. Emperor Charles, the dispatch adds, before leaving Vienna personally gave orders that all conflict with the pop ulation be avoided. He Instructed the authorities to yield without resist ance to the new power. Outbreaks Are Spreading. The Berlin correspondent of the Copenhagen National Tldende says that on the Hungarian Croatian fron tier thousands of deserters are com mitting outrages; railway trains are being attacked and robbed. In Slavonla several castles are afire and towns are burning. Another dispatch says that Austro-Hungarlan soldiers are deserting Into Serbia. During demonstrations at Prague American flags were unfurled and diminutive reproductions of the Statue of Liberty were displayed. The troubles in Budapest seem to have been caused by an attempt of Archduke Joseph to impose a military dictatorship. It would be premature, however, to try to form an opinion on the events whloh have transpired, which are obsoure and regarding which explicit information is not available. It is pointed out in high quarters here that in addition to the Berlin newspapers taking energetic meas ures to Inform the German public of the revolutionary troubles in Hun gary, care was taken by the Wolff bureau, the semi-official German news gathering organisation, to transmit the news abroad. The Berlin Voesische Zeltung prints a dispatch from Budapest saying that a cro-wd stormed the military prison and released political and military prisoners. Revolutionary troops seized the eastern railroad terminus and two troop trains, which were about to start for the front.
