United Mine Workers of America, In a statement today affirmed reports that he would refuse to give bond restraining him from calling a strike as a condition to avoid being committed to jail September 8. He will further refuse, according to his statement, to order back to work the striking miners of the Dean and Reliance strip mines as demanded sev-era! days ago by the international executive board of the mine workers at Indianapolis. "My position Is unchanged," he said. "District 14 may be suspended from the organization or I may be kicked out of office, but the only way I would consent to put the men back to work would be under the customs and conditions that prevailed when the men quit work. In spite of the operators and our international organization I do not propose for them to take away the working conditions for which they have sacrificed and struggled for years." August 25.?A probe into milk prices similar to that conducted recently against the alleged coal combine, which resulted in the indictment of practically every retail c oal dealer in Baltimore, is being conducted by ."State's Attorney Leach and it is said that information would shortly bfe presented to the grand jury for action. He declared that there is an association among milk dealers whereby, through a system of control' or supply, they are enabled to pile up pr&lis'at the expense of the consumer, but that he was not prepared to disclose "the details of his investigation Just yet. The prosecuting1 officer said that he had sufficient information, however, to show that the members of the alleged milk combine were "as pretty a s*;t of profiteers as ever pretended to be trying to protect the poor consumer." He gives the so-called monopoly credit for cleverness and asserts that the members are holding the farmer between them and the fire of public criticism. One point brought out by the state's attorney is that in June the alleged combine received from the farmer probably 800,000 gallons of milk at 14 cents a gallon, collecting from the consumer 48 cents. August 25 ?in their flght to secure the abolition of the one-man car system, employes of the Wheeling Traction Company voted 140 to 71 to donate 10 per cent of their wages to the company, effective with the pay of September 1. The company, in return, agrees to restore the two-man car on all divisions. The agreement restores the two-man crews to the Mingo Junction-Steubenville, North York,-Wheeling, McMechen-Wheeling, WarwoodWheeling and Benwood-North Wheeling divisions.
