While the United States government considers the war debts of European powers a binding obligation, which no one disputes, and is \ expecting payment as rapidly as the rehabilitation of Europe will allow, 1 there is no flat objection to private 1 bankers of this country lending , money abroad, but, it was said at the White House today, each foreign loan, which is proposed for flotation ' in this country, will be considered ! upon its own merits. With the exception of Great Brit- 1 ain. it is believed by the American < government that few. if any, of the 1 foreign powers are now in a position ' to begin payment of their debts. In < fact, there has been received no as- j .surance from any foreign power ex- ' cept Great Britain that payment of their debt may be expected within any reasonable period of time. Rehabilitation Must Precede. The rehabilitation of Europe will probably have to be pushed farther than it is today before there can be i consideration by other countries of i payment of their debts, it was indi- ] cated at the White House. i The question of European war t debts held by the United States is i not considered by the American gov- < ernment as having any connection < whatsoever with an international ' conference which has been proposed l from various quarters looking toward i economic rehabilitation of the world.
