12 SECOND-CLASS RATE RAISE NOT FAVORED Parcel Post Increases Held to Have No Relation to Reading Matter. The National Delivery Association, with executive offices here, which is solidly behind legislation now before congress to require parcel post mails to be handled on a self-sustaining basis, denied today that Congress has any idea of increasing rates on sec ond-class matter incidental to the proposed plan for "differential wage increases” in the postal service. "The mail order interests, which have benefited from the low rates* of parcel post, have intimated that in the event that increased salaries are given to postal employes there will he an increase in second class rates,” Mr. Maurice, president of the associa tion said. Hensons Against Increase. "As members of the joint commit tee on post office and post roads are well aware of the facts concerning this situation they have no desire whatsoever to increase the second class rates, for the reason that they are beneficial to the masses in that they stimulate education of the peo ple through magazines, periodicals and newspapers. But. on the other hand, it is essential that the question of parcel post rates be determined and settled, as it is creating such an unnecessary loss to the government, and such loss is being charged to taxation,” declared Mr. Kressin. Bills were introduced in February ;>y Representative Paige and Senator Dale, under the provisions of which the rate of postage on fourth class or parcel post mail weighing not more than nine ounces would be 1 cent for each ounce or fraction thereof. Would Abolish Losses. On all packages weighing more than nine ounces, the basic rate per pound is fixed at 15 cents, except that for local delivery and on rural routes radiating from point of mailing, the preferential rate of 10 cents per pound is fixed. Not only have the present parcel post rates resulted in heavy losses to the Post Office Department, accord ing to officials of the delivery as sociation, but because of the fact that the government has handled parcels at much less than actual cost, it has seriously impaired and in many in stances destroyed the business of private concerns engaged in the par cel delivery business. Two Buildings Are Destroyed at Franklin. Va. By the Associated Press. NORFOLK, Va., April 7.—The planing and box mills of the Camp Manufacturing C6mpany at Franklin, Va,. were destroyed yesterday by fire. Damage is estimated at $350,000. Adjacent lumber sheds, containing thousands of feet of dressed lumber, and the plant's sawmills were saved. Mrs. A. K. Akers has been appointed sheriff of Shannon county, Mo.
