The program of entertainment ar- j 1 rnnged for the personnel of the United j States’ combined fleet which leaves Wednesday for extensive maneuvers in Hawaiian waters and a trip to I Australia, practically wbr completed today. Officers and men of the armanda will be occupied tomorrow with myriad details incident to weighing anchor. Admiral Robert E. Coontz, com mander of the entire fleet, repaid the hospitality of San Francisco at a re ception aboard the U. S. S. Pennsyl vania. Hundreds of San Francisco residents were invited to this affair. The Pennsylvania was chosen because of the luxuriousness of her furnish ings. Flagship to Be Empire. The flagship Seattle will be the um pire craft during the maneuvers anh precedes the departure of the fleet proper by one day in order that it may maintain neutrality and leave ali details of the attack on the Island of Oahu in the hands of Admiral S. S. Robison, commander-in-chief of the battle fleet, who will direct the operations against the Hawaiian metropolis. The air force base ball team, with one' game already won. opposed the | U. S. S. California nine in the second of the three-game series to determine the fleet championship. The score yesterday was 2—l. and another close contest is anticipated this afternoon. Tonighf the citizens’ committee which has arranged the program of entertainment has planned a banquet of farewell to the officers of the fleet at the Palace Hotel. treatiesonagenda OF CONVENTION HERE Prospective Revision of Pacts to Be Considered by Chamber of Commerce of United States. Commercial treaties between na tions will form one of the principal topics of discussion at the 13th an nual meeting of the Chamber of Commerce of the United States, in Washington, May 20 to 22, with in ternational as well as domestic ques tions to be considered. The pro gram points out that “the country is on the eve of a complete revision of commercial treaties with other na tions.” Other international topics on the program include discussions of the European situation and the Dawes plan by a speaker from Europe, yet to be named, and of competition in foreign trade. Secretary Jardine is to review the foreign situation in the United States and former Representative Winslow of Massachusetts is to speak on “Congress and American Business.” Other domestic economic questions will be presented by committees which have been making various surveys. The meeting also will be the occa sion for a formal dedication of the chamber’s new headquarters building. Ceremonies will be conducted by Right Rev. Thomas F. [“ROOKIE” STATE TROOPER TRIES TO TURN HIJACKER Attempt to Get Liquor From Estate Results in Gunshot Wound, Arrest and Real Raid. By the Associated Pram. BAY SHORE. X. Y„ April 13.—The story of a Stale trooper who turnei hijacker, and of a raid which resulte in the capture of $250,000’ worth o liquor, was told here last night bj Lieut. J. B. Lynch of the State police The trooper is a "rookie,” Willian .Delmadge, according to the lieuten ant, and Is now suffering with r gunshot wound in the back, as a re sult of his alleged hijacking activ ities. It was said he will recover, however, aud that he has alread> been placed under "military arrest.’’ Delmadge, the lieutenant said, while on a furlough, accompanied three wai veteran friends to the 40-acre Ben son estate at Ditch Plaine, Long Is land, where they demanded of Frank Dickerson, the caretaker, two auto mobile loads of liquor. "Bump-ofT men.” Supposed hirelings of bootleg gers. set upon the quartet. Delmadge was shot through the back, and one of his companions received a face wound, according to Lieut. Lynch's story. They fled. Delmadge is said to have made a cursory report of the affair at head quarters and then disappeared. A search was instituted and the “rookie” found. He is said to have confessed, and this alleged confes sion was followed by a raid on the Benson estate, where 2,300 cases of liquor were found. Dickerson was arrested. The Benson estate is at present unoccupied by its owners. Newsome shot him self. Newsome, former resident of War ren. Ga., had about SSO in his pockets when he ended his life, and com panions at a loss for a motive for his act. He registered at the rooming house Saturday night. Lieut. John S. Kennedy, U. 8. X. stationed at the navy yard, identified the body. Coroner Nevitt gave a cer tificate of suicide, and relatives in Quincy, Fla., were notified. An under taker removed the body from the morgue and prepared it for burial. WILL ADDRESS STUDY. Dr. Herman Finer to Speak on British Government. Dr. HeTman Finer will address Washington Study on “The House of Commons. English Party Politics and the Electorate” at its final meeting this season at 1734 N street tomorrow morning at 11:30 o’clock. The ad dress will complete the course on “Forms of Foreign Government,” which hae been conducted by the’ Washington Study. Dr. Finer, who is on a lecture and observation tour of this country, was especially recommended by the Brit ish Ambassador, Sir Esme Howard, as being fitted to speak on the subject chosen. These hospitals, lie said, could assemble accurate data invaluable to the advancement of medical science in a manner impossi ble of accomplisihment in civil hos pitals. Standards proposed by the Amer ican College oi Surgeons will be in troduced so far as possible into the bureau hospitals, It was announede. Three broad pinciples laid down by the surgeons include: ”An early,, ac curate, comprehensive diagnosis; the most rational and efficient treatment, and the best results of treatment pos sible.” EOTTLERS TO MEET.
