Approximately -00 socia 1 workers and citizens who take an active part in the city's charity work have been invited by Commissioner Kudolph to attend a conference in the boardroom of the District Building at 3:30 o’clock Tuesday afternoon, to consider the advisability of placing Washington on the community chest method of raising funds for charitable organi zations. The calling of this meeting is the result of an informal conference held l>y the Commissioner 10 days ago ■with a smaller group, at which it was decided to get a more general ex pression of opinion. Thorough Airing Planned. The Commissioner pointed out that nothing definite has been decided thus far, and the purpose of the con ference Tuesday is to discuss all phases of the plan, including possible disadvantages as well as advantages. The basic principle of a community chest is the raising of one annual budget to meet the needs of all rec ognized charitable agencies, instead of each agency conducting its own tinancial appeal. Commissioner Rudolph said the community chest method was pro posed in 1911, but that the city did not appear to be prepared for it at that time and there was created the Charities Indorsement Committee, which con tins itself to preparing for the public a list of worthy charities without raising the funds. $17,000,000 CONCERN ACCUSED OF INSOLVENCY Creditors File Bankruptcy Petition Against American Sumatra Tobacco Company. By the Associated Press. NEW YORK. May 9.—The Ameri can Sumatra Tobacco Co., a $17,000,000 concern, was declared to insolvent in a petition in bankruptcy filed against the company in Federal Court yesterday by three creditor concerns. The tobacco firm was placed in equity receivership Thursday. The petitioning concerns in ask ing for appointment of a receiver in liankruptcy stated that the tobacco company had made preferential pay ments while insolvent within the past four months, thus committing acts of bankruptcy. The firms filing the petition were Percival R. Lowe, Inc., claiming $-19 in unpaid commissions: Neuer & Hoffman, Inc., claiming 5353 due for merchandise, and the P. D. Sernan Co., with a claim of $7,326. ALEXANDRIA. ALEXANDRIA, Va.. May 9 (Spe clal).—Alexandrians will be forced to pay an increase of 50 cents on each SIOO of assessed value, bringing the tax rate to S 3, if the budget which was tentatively presented to city council is approved. The budget, prepared by City Manager Rich, car ries appropriations of $529,010, an in crease of $44,571.64 over last year’s budget. There is, however, the pos sibility of city council paring down expeditures in order to let the rate remain the same. The proposed in crease would give the city approxi mately $50,000 additional revenue. City council has been asked if the city would be willing, if the board of directors of the Young Men’s Chris tian Association comes to the point where it cannot continue the build ing, to purchase the lot and unfin ished building for SIO,OOO. The coun cil has the matter under considera tion. Three years ago a campaign was held and SBO,OOO was subscribed. Collections were poor but a lot was purchased at, Harvard and Cameron streets for $15,000 and approximately $25 has been spent in the building of the first unit. Payments dropped off and for several months the building has not gone ahead. The arrange ment with council was asked merely to give a subcommittee some basis upon which to proceed further. The city will not consider the purchase of the property which adjoins the high school grounds unless the Y. M. C. A. can furnish a clear title and as sure it that contributors will not ob ject to the use of the property. C. D. Cahill, 303 North Washington street, was found in his home late yesterday overcome by gas from a heater. He was taken to the Alexan dria Hospital, where Drs. Chester Amos and W. New Uniform for Army Air Service Is Selected by Board of Officers Comfort Chief Feature of Distinctive Type to Be Recommended to War Department Heads. i High Collar to Go. The desire in the Army Air Ser\ice for a uniform distinct and separate from that worn by officers of the Regular Army and of more comfort and service in flying, which has been simmering for many years. has reached the boiling point of progress, it was learned today, with the selec tion of a type which will be sub mitted to the War Department for approval and adoption. A special board of officers of the Army Air Service has about completed its deliberations, and the uniform to be recommended, it is understood, will be along the lines of those worn by aviators of the British and Italian Royal Air Forces. The blouse has a rolled collar with large patch pockets and is single breasted. The trousers will he straight. The color is a weak blue-green. Recommendations for a cap to match the uniform and an overseas cap also will be made. The latter will be re quested for regular service use and on cross-country trips, while the present "Pershing v cap will be kept for more dignified occasions. May 9.—The State Roads Commission has awarded con tracts for completing the Urbana pike, connecting Frederick, Rockville and Washington, it was announced by L. H. Steuart, secretary of the com mission. Contracts totaling $784,564 for pav ing 17.66 miles of State roads and widening nearly 35 miles of the State highways with concrete shoulders also have been awarded by the commission. The contracts are for paving and widening of roads in Montgomeo, Garrett, St. Marys, Cecil, Talbot, Washington. Allegany, Harford, Wicomico, Howard and Baltimore Counties. The L T rbana pike virtually is complete. Only 1.01 miles are un finished. Coffee growers in the Kona district, Hawaiian Islands, have to combat a pest of sage rats «that attack ripe coffee berries and eat and destroy enormous quantities annually. BERLIN, May 9.—The Tag’s .Sofia’s correspondent states that ex-King Ferdinand of Bulgaria has received* special permission from the allied powers and from the Bulgarian gov ernment to return to Bulgaria for a short visit. The correspondent stales Ferdinand will avail himself of the permission for the purpose of an in terview with his son, King Boris, at Sofia or at some place near the Jugo slavian frontier.
