ASSOCIATION RAPS CITIZENS’ COUNCIL : Mid-City Body Votes Not to Name Candidates for Membership. ‘ Starting with a general condemna tion of the Citizens’ Advisory Council * and Its ex-offlcio chairman, Jesse C. I Suter—with criticism growing more intense as the meeting proceeded— members of the Mid-City Citizens’ Ab * sociatlon voted unanimously last night * not to name any of their members as I candidates for that body. " The resolution, introduced by Judge Robert U. Mattingly of the Mu nicipal Court, was adopted after W. If. Richardson, the association’s dele gate to the Federation of Citizens’ As sociations, and A. J. Driscoll, presi dent of the association, had declined to bo named candidates for the ' council. Following the adoption of the reso lution, Judge Mattingly and George tV. Ayres, a representative from the West 12nd Citizens’ Association, launched into a scathing attack of the council and of Mr. Suter. A copy * of the resolution is to be sent to the ' Federation of Citizens’ Associations. lias Not Served Purpose. Judge Mattingly, after criticizing Mr. Suter, concurred in the opinion of * Mr. Richardson and of Mr. Driscoll . that “the council has not served the purpose we thought it was going to ' serve.” Mr. Richardson said that ‘‘upon nu merous occasions the council has - made recommendations w r hlch were not sponsored by tho Federation of Citizens’ Associations or the citizens themselves.’’ Judge Mattingly ob served that “I never did think any thing of the Citizens’ Advisory Coun • il. 1 think less of it notv, and I think less of the Federation of Citizens’ As sociations for having boosted it.” Favor 60-40 Basis. A resolution also was adopted fa voring a 60-40 basis for the District and Federal Government to pay the cost of acquiring the land necessary to link Rock Creek and Potomac Parks. A clause in the resolution provided that a letter of thanks be sent to Senator Phipps for upholding the 60-40 plan in the Senate. The proposed legislation for the cre ation of a boxing commission in the District of Columbia was opposed in r resolution introduced by Mr. Rich ardson. The District Commissioners also have opposed the measure on the grounds that it would bring unde sirables into the District. The resolu tion was adopted. Judge Mattingly defended the bill in a brief talk, in which he said he could see no harm in boxing. Resolutions were adopted also ap proving an increase in the member ship of the Public Utilities Commis sion from five to seven persons: the increase In retirement pay for teach ers from $420 to $720, and approving -.be efforts of Traffic Director M. O. Kldridge to have more traffic lights installed in the District. Maj. Lawrence Transferred. Maj. Thompson Lawrence. Infantry, on duty with the tanks at Camp Meade, Md., has been ordered to this city for duty in the office of the chief of Infantry, War Department. Women no longer regard tariff In terms of Paris gowns or of their hus bands’ politics, but In the light of Us effect on the family budget, Mrs. Harris Baldwin, national chairman of living costs of the National League of Women Voters, declared last night In an address on the Fordney-McCum ber tariff act of 1922 before the local chapter of the league at the Mount Pleasant branch library. Mrs. George Ricker presided. While Mrs. Baldwin spoke from a non-partisan point of view, she point ed to many “tremendous” and “ridic ulous” increases in price of domestic commodities that have resulted from the enforcement of the last tariff act. “The present tariff affects everything that goes Into the market basket. There Is scarcely one thing that we need, want or have to have that Is duty free,” she declared. Mrs. Baldwin told of a typical family that rejoiced in noting that its Income tax had been reduced $275, but found on examination that the last tariff had caused an increase of more than $320 in the cost of cloth ing and food.
