By the Associated Press. NEW YORK. July 31.—Parks are necessities as real as food to the con gested areas of New York, in contrast with their purely decorative features in many smaller cities. This is due to the plans under which the old portion of the city was built. Large areas since have become tene ments with as many as a dozen per sons living in two or three rooms, with little light and inadequate air. which makes Summer's heat almost un bearable. Throughout most of the year signs reading "Keep off the Gra-ss" are post ed on alt green spots. However, ex trema hot weather is sufficient cause for ti c removal of restrictions, and extra police are assigned to the parks to protect those spending the night on the grass. Even on nights which are not con sidered hot enough for this liberty, families assemble in the parks to wait for the pavements and houses to cool before retiring. HONOR FOR PRESIDENTS. GRANT TRACES GROWTH OF CITY FROM L’ENFANT Outlines Development Under Plan in Address to Luncheon of Knights of Ye Round Table. An outline of the development of the National Capital was given by Maj. U. S. Grant. 3d, director of pub lic buildings and parks, at the weekly luncheon yesterday of the Loyal Knights of Ye Round Table, at the University Club. Dr. Everett M. EU.v son presided at the meeting. J. C. Smith of the’ Internal Revenue Bu reau and E. F. Haycraft of the Fed eral Trade Commission were among the guests. The speaker described Washington as the only city in the world with a definitely drawn-up plan, illustrating his lectures with lantern slides de picting the growth of the city. He recalled how East and West Potomac Parks were non-extiant when Ellicott took over the reins from Maj. L’Enfant, and that the suburban areas of the District were developed at the time of the Civil War without any preconceived plans. He told how former Mayor Shepherd, during the seventies, paved the streets, develop ed the lighting and sewage system and planted thousands of trees, and said the resulting fiscal deficiencies caused the replacement of the former government of the District with the commission. Maj. Grant stated that L'Enfant did not copy his plans from those of modern Paris, hut. possibly front a plan of Louis XIV for Versalles. Be tween the Shepherd regime and the MacMillan bill of 1901 he said that only utilitarian work was accom plished in the way of city planning, when the Park Commission, composed of experts, supplanted the Highway Commission of three eaoinet mem THE EVENING STAR. WASHINGTON, D, C., SATURDAY. JULY 31. 1926. bers. The new body developed the fort, highway and parks and the river reservations, he explained. Maj. Grant said that the MacMillan plan was the present basis for future work, despite the lack of congres sional approval, and that it was the logical plan, regardless of the change in methods of appropriation legisla tion and current automobile traffic congestion.
