20 HEFLIN TILT ENDS DEBATE ON FUNDS : h Turns Nicaragua Discussion ( Into Speech Against Smith Candidacy. ;V ia!f»d P v**. * Senate discussion of the Blaine anti intervention rider to the naval ap propriation bill ended suddenly without i action vesterday during an exchange between Senators, Heflin of Alabama end Caraway of Arkansas, revolving] ebout the presidential candidary of Gov. *‘A!" Smith. It came up when Heflin moved a sub stitute for the Blaine rider which would have forbidden the President to use any , of the funds in the naval appropriation j to pay expenses for Marine Corps "hos-' tilUirs in Nicaragua unless and until the President has obtained the consent of Congress ” Heflin demanded a roll; call vote, but Senator Curtis. Repub lican loader, said there had been an j agreement among the Blame rider sup- j porters that there be no record vote on the subject before Monday. Assails Caraway.
