JAPAN DISPUTE END
Tanaka’s Speech to Diet and
Tokio Dispatches Cause
Pessimistic Cloud.

SHANGHAI, January 24.—Chinese
pessimism regarding early solution of
the disputes with Japan has been deep
ened by Premier Tanaka’s speech at
the opening of the Japanese Diet Tues
day. despite the fact that Minister
Yoshizawa, with several diplomatic
assistants, went to Nanking yesterday
supposedly to reopen negotiations with
the Chinese government.
This government’s official attitude is
outwardly hopeful in welcoming Minister
Yoshizawa’s visit, but beneath the sur
face is extremely doubtful regarding
Tokio’s real purposes.
News dispatches from Tokio are the
principal cause of the gloomy feeling
shown by the Chinese press. Reuter’s
agency carries an obviously officially
inspired story that Japan has agreed to
recognize the new tariff of February 1
and the Chinese government has agreed
to make a payment which legalizes the
Nlshihara loans, the plain Inference
being that T. V. Soong, the Chinese
minister of finance, is using subterfuge
to make those loans legitimate without

Minister Denies Implication.
When these dispatches were called to
Mr. Soong’s attention, he denied the
implication, saying that the recent
action of the Chinese government in’
allocating $5,000,000 as part payment of
certain loan defaults, including some
Japanese debts, does not apply to the
Nlshihara loans, and that Japan’s con
sent to tariff autonomy is without such
conditions. Nevertheless, the reports
cause uneasiness which ’remains
unallayed.
Tuesday’s Reuter’s reported from
Tokio that Premier Tanaka had inti
mated before the Diet that Manchuria
had a different status from the remain
der of China, which has caused a sensa
tion here because it conveys alarming
inferences.
Visit Seen as Gesture.
The Chinese press also points to a
Toho agency report that Consul Hayashi,
at Mukden, has objected to the Man
churian government placing its foreign
relations in the hands of { the Nanking
foreign office, saying Tokio will not
discuss Manchuria questions with
Nanking.
These reports cause wonder here
whether Minister Yoshizawa will discuss
Manchurian questions when, he meets
C. T. Wang, the Chinese minister for
foreign affairs. It is well known that
the Chinese government considers that
Shantung, Manchuria and all the Sino-
Japanese questions are interwoven, and
wants to settle all together to clear the
atmosphere completely. The results of
the Wang-Yoshizawa conferences are
therefore of intense interest.
The Chinese press persists, in believ
ing that Minister Yoshizawa’s visit to
Nanking is merely a gesture to help the
Tanaka ministry through the present
Diet crisis, and not intended really to
solve the Chinese issues.

Experiments to Determine Strain
Lifting Chains May Exert in
Salvage Operations.
Another phase of experiments that
are going forward to facilitate subma
rine salvage operations will be entered
this afternoon at the Bureau of Stand
ards when the scientists, at the sugges
tion of the Navy Department, will test
the strength of the steel loops on the
submarines designed for attaching pon
toon lifting chains. Prof. H. L. Whitte
more will direct the tests, which will be
conducted in the large Emery testing

subjected to tension and compression
tests.
The loops will be riveted to a block of
metal simulating a submarine hull and
connected with lifting chains to the
testing machine, which has a pulling
power of 1.000 tons, which Is consid
ered greater than that to which a sub
marine hull will be subjected in salvage
operations.
The Bureau of Standards test is a’
sequel to experiments recently conduct
ed with the S-4 for salvage purposes.
Ceylon fears that the giving up of
chocolate by many women throughout
the world will seriously injure its cocoa
industry.
