introduced Mr. Hughes. In doing so
he pointed out a little-known difference
between qualifications for that office
and the attorney generalship.
There is no statute requiring the At
! torney General of the United Stages
! to be a lawyer, and a layman might
be appointed and confirmed, Mr. Me- j
i Kenney said. The statute creating the
i office of solicitor general requires th^
| appointee to be “learned in law.” a
qualification which he said all incum
bents of the office, including Mr.
Hughes, have possessed in the highest
degree. Aubrey Bogley of the Bar

with the Distinguished Service Medal.
Lieut. Col. R. R. Wallace, command
ing the Marine Barracks here, also will
be presented with the Distinguished
Service Medal for his exploits in Nica
ragua. while the Navy Cross will be pre
sented to Lieut. Col. C. R. Sanderson.

Bank Guaranty Provision.
LINCOLN. Nebr., December 7 UP). —
The Nebraska Supreme Court today up
held the constitutionality of collecting
special assessment;; under the State
bank guaranty fund law. This decision
reverses the lower court and dissolves
an injunction that has kept State of
ficers from collecting assessments since
last December.
Attorneys for 559 banks which
brought the action announced they
would carry the fight to the Federal
courts, as the assessments not only were
driving banks to the wall, but were in
sufficient to halt the growing deficit In
the fund.
The Supreme Court pointed out that
the law has already been reviewed once
by the United States Supreme Court
and upheld.
