Special Dispatch to The Btar. NEW YORK. January 9 —Legal and other better grade bonds advanced frac tionally today under a fair volume of buying by savings banks. There were enough exceptions to the trend, however, to give the list an ir regular tone, the losses being most fre quent in the second-grade rails and speculative domestic bonds, while for elgns had a majority of gains. Since the prime list is now close to it* high level of 1929. there is consid erable selling on every advance, some of it due to profit taking and some due to the liquidation of accounts that previously had shown a loss. Advances in the prime list today in cluded Pennsylvania general 4*a. St. Louis-San Francisco “A" 4s, Great Northern 7s. Canadian National ss. Canadian Pacific 4s. Inland Steel 4%s and American Telephone s*a. On the other hand. Atchison general 4s and Baltimore Ac Ohio first 4s were frac tionally lower. United States Govern ment bonds were quiet, the Treasury 4 r 4S and 3%s (1947) both making small improvements. There was activity in the junior car rier issues, but price changes were negligible, the widest fluctuation being made by Western Maryland 4s. up nearly a point. Tractions, still under the in fluence of the Baltimore 10-cent fare decision, were heavily traded. Sugar bonds were firm. The meeting of representatives of the Cuban Co operative Selling Agency, sole sugar distributors from Cuba, with American refiners is expected to produce some thing of benefit to the sugar companies. Reduction by leading Paris banks of the acceptance rate, together with the high quotations of French govern ment Issues on Paris and London mar kets was paralleled here with a sharp demand for French issues, both govern mental and otherwise. The French treasury is to convert, early next year, some $2,400,000,000 of 5 and 6 per cent loans. The 4 per cent loan of 1917 has reached a record high at 100. The * per cents, It Is recalled, fell to 36 in July, 1926. Argentine bonds were higher, the 6s of September, 1960, advancing half a i point on news that the national bank has deposited 7.743.000 gold pesos with the conversion office, thus releasing 17,- 500.000 paper pesos to circulation. The money was procured by a $25,000,000 loan in London. NEW YORK COTTON. NEW YORK. January 9 (>s*). —Cotton opened steady today at an advance of 6 to 13 points. Net gains of 13 to 20 points developed during the early trading on covering or rebuying by re cent sellers who appeared to be in fluenced by relatively steady Liverpool cables and possibly by reports that the $30,000,000 Co-operative Cotton Asso ciation would be ready for buslneas on Monday. March sold up to 17.30 and July to 17.70, but met some realising and Southern selling at these figures, and the market was a few points off from the best at the end of the first I half hour. Private cables and Liver i pool had been influenced by local buy ing and covering, with the advance checked by the failure of the Bank of England to reduce its discount rate. January 9.—Dixie's tenant farmers, symbol of poverty and landless fbr generations, must take the place of the landed aristocracy before the South again basks in economic sun shine. believes Col. J. L. Evans, who is making such a switch on his 5,000-acre farm. Evans explained his plan, which he calls group farming, before the Georgia association hire, a conference of land owners, farm experts, capitalists and their representatives. "What I have done is to take the tenant farmer into partnership, start him toward ownership of a 200-acre farm and put him on a year-around in come basis.” Evans said. "What we must do is develop a new race of farmers. "The tenant farmer, the man on the soil growing the crops, has had probably the poorest living in the Nation. He has had no incentive to better his farm and could not better himself because ends never met. "Landlords supply him only with enough equipment and credit to produce the cash crop and when it is marketed debts take his share. "That system won’t work any more and I think I have away out. Five years ago I split my farm into 20 bal anced units, with a farm family on each 200 acres. "Each unit operates as an independent farm on a partnership basis with me. The upkeep and the income is shared equally. “None of my partners is buying his farm yet—but only because of the gen eral agricultural slump.
