A-10 NEW DRY METHOD jURGED BY ANDREW Massachusetts Representa tive Favors Plan Other Than I Eighteenth Amendment. L«^=r- AMESBURY, Mass., July 18.—Repre sentative A. Platt Andrew, Republican, if Gloucester, believes some wav other than the eighteenth amendment should sought to deal with the problem of prohibition. t His concern, he said in an address pefore a joint meeting of Rotary clubs j fcere last night, was “the eighteenth ; Amendment as it is, not as it might ' have been had it been possible to carry ft out as many in the beginning had hoped.” ■. He said the eighteenth amendment ftas brought “some very important” benefits, but declared, “It has under mined the people’s regard for the basic charter of our institutions. It has Impaired their respect for law and government. It is corrupting their standards of straightforward and hon est living. It bears upon the poor, but hot the rich.” He said his expression of opinion re sulted from despair of the possibility of an impartial investigation of prohi bition enforcement. In an effort to carry out the Presi- , dent's original inquiry proposal, he said, , “a letter addressed to the responsible heads of every national organization and committee known to be concerned with prohibition, whether pro or con. bespeaking their support and asking for their opinions and suggestions, brought an amazing and disillusioning response.” Representative Andrew had not pre viously taken any part in the dry law controversy. BAD FLYING WEATHER AFFECTS AIRMAIL LINES Low Clouds and Fog -Holds Up Planes, While Some Flyers Com plete Parts of Buna- Bad flying weather during the past 12 hours has made heavy going for air mail pilots of Eastern Air Transport on the coastal run through the National Capital. Low clouds and fog held up a number of the planes, while others dodged through holes in the fog blanket and completed all or parts of their runs. Yesterday’s afternoon’s southbound plane, held up for several hours, reached Bolling Field at midnight, continuing on as far South as Greensboro, N. C., before being hemmed in completely by fog. The first northbound, flying a little later, has been unable to get beyond Richmond, Va. Both later flights were held up. The first section of the New York- Washington shuttle got through on schedule this morning, C. C. Taliaferro dodging the fog banks for most of the 200 miles. The fog closed in behind him, however, and Pilot Don Johnston, flying the second section, was forced down at the Philadelphia Navy Yard after failing to And the fog-covered Camden Airport. The total cost, including a retention dam. the acquisition of de tached tracts of land and other is placed between $6,000,000 and $7,- 000,000. About four or five years will prob ably be required to complete the work. L. M. He and Gustavo Serrano, Mexican commis sioner, have helped in preparing it. When they have gone into all the technical details of the engineers’ re port, the commissioners will draw up their own report for submission to the governments of the United States and Mexico.
