A-10 LEAGUE CONCEDES CUBA SOVEREIGNTY Ferrara Wins Fight With Greece in Issue Involving World Court. By th# Associated Press. GENEVA, September IS. —In a heated encounter before the Assembly of the League of Nations today Cuba defended her sovereign rights as an independent state within the League and won. Cuba's critic who met defeat was Nicholas Politis of Greece. He sharply censured Cuba for blocking entry into force of the protocol for revision of the World Court, statute. "Cuba,” declared Orestes Ferrara, the island nation's Ambassador at Washington, "will not submit to dic tation by Mr. Politis, nor by Greece, nor by any member of the League of Na tions.” Then he loudly announced that Cuba’s reasons for objecting to the coming into force of the protocol must be neither challenged nor discussed by the committee. Commotion Raised. "We entered the League regarding It as a society of nations and not as a euper-stste sble to override the sover eignty of any member,” he declared. The discussion was closed by Chair man Sclaloja of Italy after spectators and delegates had risen to their feet in excitement and persons from outside the committee room had rushed in to see what all the commotion was about. Dr. C. C. Wu of China took the role <of peacemaker. He said China regret ted the protocol could not be brought Into force, but nobody, he added, could challenge Cuba’s right to her objections, which, Indeed, were provided for in the protocol itself. "This warm passage of arms has gone far enough,” said Dr. Wu with a smile and a slow drawl in his English. “You have noticed that the temperature in This room is higher than the tempera ture outside. I move the discussion closed.” M. Politis said Cuba was the only member of the League not having made "an efTort of good will” to bring the protocol into force. He said Cuba's po sition was most regrettable. Ferrara Replies With Vigor. Benor Ferrara replied with vigcc that Cuba could not submit to a discussion of her reasons by the committee. "These reasons are an expression of Cuba’s sovereignty,” he asserted, “and must not be challenged. Her reasons must be accepted.” He concluded that M. Politis’ remarks Were in the “nature of an election •peech.” Signor Sclaloja admitted that he was partly to blame for permitting the dis cussion to continue in a controversial tone. He said both M. Politis and Sig nor Ferrara had been out of order and closed the discussion. The delegates applauded this deter mination, while the Cuban and the Greek smiled their readiness to turn to a less dangerous topic. Politis, a diminutive figure, aroused the Cuban giant with his. accusation that Cuba had shown “bad spirit” and taken a “regrettable position,” but It was not apparent that the thrusts had assumed a personal phase. Say Judge Block* Entry. M. Politis’ criticisms are recognized here as art expression of the vexation of many governments that the protocol has been blocked by one oountry. It is charged informally here by the critics of Cuba that her objections arise from the opposition of the Cuban Judge on the court, Senor Antonio Sanches de Bustamente, to living permanently away from Cuba and abandoning his home law practice. These critics very frankly declare that Bustamente himself is blocking the entry into force of revision of the pro tocol. Senor Ferrara’s reference to M. Po litis’ “election speech” was interpreted in some quarters as meaning the Greek delegate was making a speech to defeat a future re-election of Bustamente. M. Politis himself is not among the nomi nees for the court. REMOVAL HEARING IN MAIL FRAUD CASE POSTPONED Bond Fixed at $20,000 for Cana dian Charged ’'yith Defrauding Fennaylvanian. The removal hearing before United States Commissioner Needham C. Turn age of William Mayo Humphries, under Indictment in New York for using the mail to defraud, yesterday was post poned until next Tuesday. Bond was fixed at (20,000. Humphries, it is charged, defrauded Jacob C. Hazelbaker of Allenport, Pa., of $137,000. Although the fraudulent transaction Is alleged to have taken place actually in Quebec, Canada, some mail, important to the closing of the deal, came to New York, it was said. It Is one of the few cases which have originated in Canada where the de fendant has been prosecuted in the United States. Humphries is alleged to have given Hazelbaker a bogus draft on the Royal Bank of Canada. John W. Flhelly, assistant district at tomey, represents the Government.
