Special Dispatch to The Star. NEW YORK, October 24 —That the beneficial effects of the moratorium on war debts are already beginning to be felt is indicated by the exportation of gold to foreign countries, says the Alex ander Hamilton Institute. This so called “flight of gold,” made possible by a temporary so-called “unfavorable” balance of trade, is no cause for alarm, but merely an Indication that foreign trade is tending toward normal. To have an abnormal share of the world's gold In American vaults is something like having an abnormal percentage of the world's freight steam ers tied up in American ports. Neither gold nor ships represent but a trilling part of the world’s wealth. Their sig nificance lies in their functions as in struments of trade. They must be dis tributed equitably before trade can pro ceed normally. Foreign countries have to pay the United States for commodity exports, for commercial loans and for war loans. To pay out of income, they must rely on sales of commodities to the United States, on tourists’ expenditures, on emmigrants’ remittances and on ship ping charges. Now, foreign debtors are so catch ing up with their obligations as to be accepting payment on their favorable accounts with some cash gold. EARNINGS REPORTED. NEW YORK.
