LOCALIZED CANDY SALES SHOW GAIN Change in Marketing Policy Indicated by Report of Commerce Department. Candy manufacturers of the United States are lending more and more ef fort to concentrating sales in their Own territory. A survey just completed by the Commerce Department discloses that 33 per cent of the 1,335,600,000 pounds of candy marketed during 1930 was supplied by makers within the State where it was consumed. This com pares with the preceding year's record of 30 per cent of the total supplied by local sources. This increase, it is pointed out, while amounting to only 3 per cent of the Nation's total confectionery consump tion, represents a 10 per cent gain in the quantity locally produced and con sumed. Furthermore, it was said, it reverses a movement in the opposite direction which has been noticed m recent years The department view's the trend to ward larger scale sales as an exam pie oi me application oi results oi Nation-wide market and cost research to the problem of more efficient mar ketings and elimination of distribu tion waste. A recent cost study of the industry made by the department emphasized the possibilities of waste in over-ex tended selling. Firms exploiting ter ritory at long distances from the point of manufacture were generally found to be realizing unsatisfactory profits, while in numerous instances losses were being incurred. Many items, it pointed out, owing to the nature of pack and the size of order, showed losses in distant ter ritories, whereas the same Item simi larly packed would show profit in nearby territory. Freight and express charges of the candy makes studied had an average range of 1.3 per cent to 4 1 per cent of gross sales, whereas In some territories such charges were found to run as high as 18 per cent Of sales. By the Associated Press sr^s s ■f* IK.SUM an Heavy Offerings of Railroad Issues Drag Market Down. BY F. H. RICHARDSON. Special Dispatch to The Star. NEW YORK, December 9.—The bond market came under heavy pressure to day and prices dropped rapidly to new lows for the bear market. Trading was in heavy volume. Apart from a few foreign issues af fected by special factors, the whole list opened lower. While expected, the omission of the New York Central com mon dividend, when viewed in the light of dividend reductions or omissions by five other railroads, apparently had not been sufficiently discounted and there were heavy offerings of rail bonds. While New York Central bonds were most actively traded—there are $1, 049,000,000 of them outstanding—they were no weaker than other issues. New York Central refunding 5s made a new record low, off more than 2 points on the day. So did the refunding 4V2S, the debenture 4s and 6s and the con solidated 4s. West Shore 4s, a bond guaranteed by the New York Central, declined 4 points to a new bottom for the bear market. Virtually all other rail bonds followed the decline. Even the high-grade Atchison general 4s were off a point to a new low. Norfolk <5c Western 4s. Union Pacific first 4s and Chicago, Burlington & Quincy is sues were not exempted. Great North prn 7s Inst 2*4 nnints In the lesser rated list, Missouri-Pa cific 5s lost 1 to 3 points. Nickel Plate 4 Vis, 5 Vi* and 6s slid 2 to 3 points. Erie 5s, International Great Northern adjustments, 8t. Paul adjustments, St. Paul 5s, Chicago & Northwestern 4:Vis, Baltimore <fc Ohio convertible 4Vis, Al leghany Corporation 5s and Rock Is land convertible 4 Vis were all at new minimum prices. Bonds were lower at the opening, with the exception of a few foreign dollar issues. Japanese dollar descriptions were a point higher and German government bonds were fractionally higher. The market viewed as constructive the drastic measures instituted by the Reich government to attain financial stability. In the domestic list, rails were under pressure The omission and reduction of dividends by the Missouri-Pacific and the Texas & Pacific started the lower trend. Missouri-Pacific 5s were off a point. Erie 5s, Nickel Plate 4>/2s, International Great Northern adjust ments and other speculative rails were all lower. Industrials such as United States Rubber 5s, Dodge Brothers 6s and Goodyear 5s were heavy. United States Government long-term Issues were steady after Tuesday’s weakness. CHICAGO DAIRY MARKET. BY BRADLEY W. TRENT. Special Dispatch to The Star. NEW YORK, December 8.—While the basic industries of the country con tinue to report somewhat clouded busi ness horizons, here and there a ray of sunshine cuts through the shadows. Although United States Steel Cor poration is expected to report a drop in unfilled tonnage Thursday, the steel industry shows signs of improvement. The American Iron and Steel Institute reported for November the first im provement in ingot production since last March, which caused plants to operate an average of 30.01 per cent of capacity compared with 27.76 per cent in Oc Wire Price Advance. The rise of $1 a ton In most wire products for the first quarter of 1932 Is now quite general, checking a price decline of many months In steel and related products. Judged by reports of increasing specifications, from United States Steel as well as others, con sumers’ inventories are unusually small at the moment. Smaller automotive buying and the notable absence of pur chases from the railroads during No vember more than offset increased specifications elsewhere, with the re sult to be seen in United States Steel's unfilled tonnage figures. Until the financial plight of rail roads is relieved little buying can be expected from them, but some lines of the automotive industry will have to increase raw material requirements dur ing 1932. The truck manufacturers in sist that trucks have been repaired and patched so much in 1931 that many will have to be replaced during the coming year, and this also applies to passenger cars. The automobile industry is bound to be one of the first lines to reflect a general quickening of trade. The 1931 production of 2,500,000 cars is less than normal and reflects the extent to which buying power has been held back. Dealers' stocks are small. The used car situation is in a good statistical po sition. On the basis of present pro duction schedules December output should be about two-thirds larger thafi the 66,000 cars produced during No vember. If the new models meet with a favorable reception, automotive out put will turn upwards in the next few months and lift with It many allied lines. The chemical industry, another of the great basic businesses of the country, presents a confused picture that will clear as soon as general trade picks up. In appraising chemicals, however, it must be remembered that some of the price reductions now being announced for 1932 reflected belated price adjust ments to general commodities at changes that would have been made long ago if these products had not been sold on an annual basis. Alcohol Advance Expected. In industrial alcohol a general ad vance is expected, owing to mergers and agreements against ruinous price cut ting and as a result of official regula tions. Calcium chloride, widely used in laying dust on roads, in refrigeration and in the production of anti-freezing solutions, will be 50 cents to $2 a tens lower in 1932. (Covrricht. 1*31.)
