Under the system in vogue now, the Reserves, while on annual cruises, engage in a modified target practice, which, ac cording to Reserve officers, does not 1 give a fair idea of the marksmanship of the Reserve gun crews. Further, it was contended that there is no effi cient basis of comparison between the work of the Reservists and those of the regular establishment. The use of the Regular Navy system by the Reservists. It has been contended, will also improve the interest and com petitive spirit of the men, as they will be able to see Just when they receive direct hits, which, according to their officers they cannot see under the pres ent system. It was pointed, however, that the us* of the system now in vogue in the Reg ular establishment would cost more than the present system, but it is believed that it would Improve the marksman ship of the Reserve gunners. The ex pense would be involved in sending out to the target grounds one of the large naval floating targets by a tug. Under the present system the Reserve Ship which is firing uses a small target. With the use of the large target, it was pointed out, upon completion of a string of shots by any gun crew the screen could be brought aboard the firing vessel and the gunners would be able to see the result of their firing. Officers of the local Reserve battalion ' are using every opportunity to study up on the battle problem while the de stroyer Hamilton is here, and the offi cers of the Regular Navy aboard the vessel are doing everything possible to assist the local commissioned men to prepare for this Important- feature of the next annual inspection. It will be the first time that the organization will have been tested in such advance naval practice, and they are striving to per fect themselves to get a high mark in the expected tests. The Herbert Schiff Memorial Trophy, awarded annually to the Naval Aircraft Squadron or unit which compiles the highest number of flying hours with out serious accident to personnel or ma ! terial, has been awarded for the last j. fiscal year, to Fighting Plane Squadron | 3-B. Lieut. W. F. Hinckley, United States Na\y, inspector instructor of the local Naval Reserve Battalion, has prepared and sent to all fleet line officers of the local Reserve a pamphlet on command. In his letter of transmittal, he says that it applies solely to command of a small unit, such as a destroyer—"a job that many of you may be called upon to fill In event of war.” While he points out that many great leaders are born, not made, he says that any officer of intelligence and char acter can, by study and application, fit himself to be an efficient commander of a small unit. Referring to the first article for the Government of the Navy, he says that it requires commanders of vessels to show in themselves a good example of virtue, honor, patriotism and subordination, but he adds that the commanding officer of a ship may do all of these things and yet not be an efficient commander. Successful command, he says, is based more upon the less readily definable qualities of prestige, loyalty and the understanding of psychology. He must be friendly without being familiar; strict, without being harsh, Lieut. Hinckley explains. Discipline is the first requirement, he says, and he adds that an efficient com mander must be a good example to his subordinates, pointing out that the smaller the unit commanded the more essential this becomes as the oonUwts are closer. Lieut. Hinckley says that a certain knowledge of psychology it necessary in a good' emnoftonder. “The list of professional quattfiea “?*£* he says, "sounds like a recital of the subjects of an examination for promotion.
