PHILADELPHIA SET TO MEET DEFICIT Sale of Delinquent Claims and Atew Taxes Await Final Approval. By the Associated Press. PHILADELPHIA, January 15—The $14,000,000 municipal deficit which Mayor J. Hampton Moore and his aides have been stalking since they took control the first of the year was backed. Into a corner today at the point of1 three emergency measures. The first would authorize the sale or pledging for loan purposes of some $26, 000,000 due in delinquent taxes and water rents. Another would provide for the city collecting rents of land lords delinquent in their taxes and ap- j plying them against the accounts. The third contemplates Imposition j of special levies—occupational license ; taxes, motor vehicle taxes and theater j admissions taxes. Mayor Moore submitted tne proposals to a conference of Council leaders Wed nesday, who approved them tentatively. They are to go before the Council later this week Controller Hadley indorsed two of the plans but denounced the proposal to borrow upon or sell the delinquent claims. He said it was impracticable and that the banks were opposed to it. Meanwhile the 25,639 city employes had another payless pay day yesterday, about a third of them still awaiting their December 31 salaries. Controller; Hadley said he expected to raise the $1,625,000 pay roll by the end of the month through the accumulation of tax payments. GOTHAM GETS $16,000,000. NEW YORK. January 15 (#).—New York City today had been saved tem porarily at least from financial em barrassment. Meanwhile department heads were slashing expenses wherever possible. SHOALS DELEGATION COMING FOR PARLEYS Tennessee River Valley Delegates Will Confer With Hoover and Secretary Hurley. By the Associated Press. CHATTANOOGA, Tenn., January 15. —Conferences with President Hoover and Secretary of War Hurley regarding Muscle Shoals are the objectives of a delegation that will leay here Sunday night for Washington. Invitations have been sent from Chattanooga to other cities in the Ten nessee River Valley for their repre sentatives to Join the delegation. Spokesmen say the delegates will urge the adoption of the report made by the Hoover Joint Commission as a means of expediting settlement of the Shoals issue.
