Governor Also Opposes Aboli tion of Reserve Officers’ Training Camps. By the Associated Press. ALBANY, N. Y„ January 28.—Gov. Franklin D. Roosevelt, an avowed can didate for the Democratic presidential nomination, placed himself on record Tuesday night as emphatically opposed to curtailment of two divisions of the Nation's military defense. Mr. Roosevelt, Assistant Secretary of the Navy during the wartime admin istration of Woodrow' Wilson, told at a dinner of the American Legion mem bers of the New York State Legislature that he hoped Congress would not trim the strength of the National Guard units by cutting appropriations. "I hope." the Governor said, "that reports from Washington are not true that the Congress is going to reduce the training allotments for the National Guard and abolish the Reserve officers' training camps. “It is just as importont to train Re serve officers and maintain the effi ciency of the National Guard as it is to maintain the Regular Army and Navy. "That is the principal military lesson we learned in the World War." The governor allowed himself only this indirect way of touching on Na tional affairs During the day he was shown dispatches quoting Newton D. Baker, also a potential Democratic nominee, as believing the United States would some day join the League of Na tions. His answer to a request for a statement from him on the League was: Thank you for letting me see it (the dispatch), but I am too busy to talk about it.” FAMILY STABILITY HELD DEMONSTRATED BY CRISIS _____________ Secretary of Social Hygiene Society Says Record Challenges Charge of Breakdown. That the vitality and stability of the American family as an institution is one of the outstanding facts developed by the present economic crisis was the conclusion drawn by Paul L. Benjamin, executive secretary of the Social Hy giene Society, in addressing a meeting of the board of directors Tuesday. "The family has shown an amazing strength and cohesiveness under the stress of economic depression,” Mr. Ben jamin said, "that is a direct challenge to those who point to an increasing divorce rate as indicative of a break down of family life.” One effect of the depression, he said, has been the falling off in the practice of private medical practitioners and the corresponding increase in the number of patients who avail themselves of the free or moderate-priced clinics and dis pensaries. Establishment of additional social hygiene clinic facilities for the District was urged by Mrs. Thomas R. West, chairman of the Legislative Committee. She said the present facilities are in adequate Will Eiscuss Commandments. Rabbi Abraham Simon will give an interpretation of the Ten Command ments tomorrow night at the Eighth Street Temple. Dr. Simon’s address will deal largely in answering the questions as to whether the Commandments still hold a message for modern man. Arthur C. Avril of Cincinnati was named secretary and V. P. Ahearn of Washington, assistant treasurer. Vice presidents re-elected are 'Paul P. Bird of Boston, H. P. Thomson of St. Iouis. and R. The building housing the Federal Trade Commission at Eighteenth street and Constitution avenue will soon be torn down to make way for the $1,000, 000 Pan-American Union office structure. Officials of the Public Buildings Com mission are considering moving the Women’s and Children’s Bureaus of the Labor Department, which will release space into which the Federal Trade Commission will be shifted. These units are to be transferred from temporary building No. 5, at Twentieth street and Constitution avenue. If plans being considered by Lieut. Col. U. S. Grant, 3d, executive officer of the Public Buildings Commission, are adopted, space released by the Bureau of Mines in the Winder Building, Sev enteenth and F streets, will be taken over by the Labor Department, which is hard pressed for additional space. The Winder Building would afford 89,000 square feet of space. The Civil Service Commission Is slated to move into the old Patent Office Building at Ninth and P streets, and Is vacating the premises at 1723 and 1725 F street. These are being considered for use by the Labor Department. Pert of the Bureau of Labor Statis tics in the Walker-Johnson Building, at Eighteenth street and New York avenue, Is planned for removal to one of the structures to go under Labor Depart ment jurisdiction.
