NEW YORK HOME •r Three Capital Men on Jury Awarding Prizes to Architects. A New York architect entering a resi dence in his home State is the winner of first place In the two-story class in the 1931 small house architectural competition conducted by Better Homes in America, of which President Hoover is honorary chairman and Dr. Rav Lyman Wilbur is president. The gold medal for this class in the competition was awarded to Dwight James Baum, architect, of Riverdale on-Hudson. N. Y.. for the residence of Francis Collins. Fieldston. N. Y., it was announced today by the American Institute of Architects. Capital Men on Jury. Three Washington architects. Arthur B Heaton, Irwin S. Porter and Waddy B. Wood, were members of the jury, which was headed by Frederick L. Ackerman of New York, and in cluded also William J. Sayward of Atlanta, Ga. Better Homes in America, it is an nounced. will sponsor a similar com petition this year. Honorable mention in the two-story group went to Windsor Soule and John F. Murphy of Santa Barbara. Calif , ior the residence of W. E. Risser of Santa Barbara, and to Mr. Baum for the residence of Thomas McCall of Fieldston, N. Y. In the one-story class the medal was won by Winchton L. Risley for the home of Miss Stella Smith cf Palos Verdes, Calif. Architects receiving honorable men tion in the one-story class were Charles S. Keefe of New York City, for the guest house at Homewood on the estate of E. Hcpe Norton, Darien, Conn., find H. Roy Kelley of Los Angeles, Calif., for the home cf Gilbert Bk*s, Palos Verdes Estates, California. Win Honorable Mention. Honorable mention in the story-and a-half group was awarded to Waldron Faulkner of New York City fcr the residence of E. H. Corlett, Lake Ka tonah, N. Y.; to Winchton L. Risley of Los Angeles. Calif., for a house in Palos Verdes, and to Arthur Hutchason of Los Angeles, Caiif, fcr a house for Mr. and Mrs. Herbert Hicks, San Marino, Calif No medal was given in this class. The purpose of the awards, it was explained, is to discover and call at tention to the best small houses built during the given period and to stimulate interest in overcoming the faulty design and construction cf the really small house. While the medal is intended as an annual award, houses entered in the 1931 competition were those completed between 1926 and 1930. De signs of houses submitted in one year cannot be resubmitted in later years. SEES MORTGAGE VALUE Insurance Leader Stresses Safety in Real Estate. The value of the real estate mortgage as an investment was stressed by Ethelbert Ide Low. chairman of the board of the Home Life Insurance ! Company of Nev; York, in a current re- ! view of that concern's annual state ment. The company, he said, had had a satisfactory experience with its mort- i gage holdings, which constitute ap proximately 40 per cent of its total assets. New mortgages totaling $2, fi51,225 were purchased last year, he said, and the company's holdings of this type of investment have nearly doubled in the past five years. The total of properties taken over under foreclosure from the total hold ings of the past. 25 years, he said, amounted to but $17,742, and the total of interest overdue January 1 on the total holdings of $30,455,330 was but $9,303, or 56-100 of 1 per cent of the income available during the year from that source. SEEK TRAFFIC SOLUTION New Yorkers Urge Separate Level for Pedestrians. Separate levels for pedestrians in congested areas with possible second story entrances to buildings, and a j limited use of two-level roadways where overcrowded buildings of favorable topography makes them expedient, are proposed by the regional plan of New York and its environs. Ernest Eberhard. managing editor of the American Architect, reports that center walks for pedestrians are pro posed for streets where trucks make frequent deliveries. In sub - central areas it is proposed that residential buildings should cover not more than 65 per cent and business buildings not more than 75 per cent of the lot area. INCREASED RATE URGEO Higher Heal Estate Commissions Proposed at Baltimore. Special Dispatch to The Star. BALTIMORE. February 20.—A pro posal to increase the rate of commis sion charged by brokers in selling im proved residential property in Balti more has been submitted to the di rectors of the Real Estate Board of Baltimore by the standing Committee on Commissions of the board, it was announced today by C. Philip Pitt, sec retary of the organization. The committee's proposal, If ap proved by the directors and by the membership of the board at a general meeting, would establish 5 per cent cn the first $10,000 and 2>i per cent on the balance of the sale price of irrV proved city residential property as the standard rate in Baltimore. The pres ent rate is 4 per cent on the first $7,500 and 2'2 per cent cn the balance. LUMBER OUTPUT LOW Lumber production during the week ended February 13 remained at the low levels of recent weeks, according to re ports received by the National Lumber Manufacturers’ Association here from regional associations covering operations of 707 of the principal hardwood and softwood mills. There was. however, an increase of about 13,000,000 feet in the combined output, and shipments were 38 per cent and orders 33 per cent larger than the cut. The week before, 679 mills re ported a production of 91,506,000 feet, with shipments 48 per cent larger and orders 62 per cent more than produc tion. The disparity between new busi ness and current production is consid ered promising for future stabilization. * Comparing identical mills of the soft wood group for the past weelc and the corresponding week a year ago, produc tion—442 mills—is reported 46 per cent less than it was then, shipments 37 per cent less and orders 42 per cent less.
