REALTY BOARDS TO II GH TAXES National Association to Con vene in Cincinnati June 29. The tax question will be one of the major subjects of consideration of real estate operators, owners and financiers attending the annual convention of the National Association of Real Estate Boards, to be held In Cincinnati, June 29, 30 and July 1. Following upon reports of the asso ciation's extensive study of present State tax laws, with reference to real estate, the convention delegates will center their discussion on practical actions proposed to be taken in the various States and cities, it is reported by the association's headquarters, in Chicago. Representatives of property owners divisions, formed in 112 cities to join with real estate boards in their present campaigns for a "more equitable" tax situation, will participate actively in the convention actions. State Senator Seabury C. Mastick. Pleasantville. N. Y.. chairman of the New York State Legislative Committee on Tax Revision, will address the gen eral sessions of the convention, dealing with the tax question particularly as it relates to homes and heme ownership. C. E. Dykstra. city manager of Cin cinnati. will give an account of the Cincinnati plan of balancing income and outgo in an address on ' Govern ment Costs and Real Estate.” Speaking for the property owners will be State Senator Robert A. Taft, Cin cinnati; Dr. A. Rcss Hill. Kansas City, former president of the University of Missouri: Adam Schantz, president of the Dayton. Ohio, property owners' di vision; Judge Arthur V. Lashly. St. Louis; Judge Arthur J. Lacy of Detroit, former chairman of the national prop erty owners' division: F. W. Drybrough, Louisville, first vice president of the Louisville Propertv Owners' Association, and Guy P. Newbern. Memphis, execu tive secretary of the West Tennessee property owners' division. Prof. Simeon E. Leland of the Uni versity of Chicago, in charge of the extensive investigation of State tax laws which is nearing completion there, will address the property owners' divi sion on "New Sources of Revenue,” or how to lift the tax burden from real estate. REALTY APPRAISERS I MEET IN BALTIMORE New Organization Considering Ap plications for Membership in Institution. The Membership Committee of the American Institute of Reel Estate Appraisers, the new organization bring created by the National Association of Real Estate Boards, is meeting in Balti more today to consider app'icatiens so far received for membership in the institute. Formal organization of the institute, authorized by the board of directors of the national association in January, is expected to be effected at the coming annual convention of the association, to be held in Cincinnati June 29-July 1. The institute is to be organized on a definite professional basis, it is an- ! nounced It will admit two grades of participants, members and associates. To be eligible to the member .classifica tion. the appraiser must meet qualifica tions set up by the institute as to his technical knowledge, professional stand ing-and experience. "Mortgage money should be available to would-be home owners, although there is no need for the activities of the speculative builder today. These funds can be furnished by building and loan associations and other home financing institutions if they caa raise money upon the mortgages they hold at the present time. The home loan bank system, if established, will provide and release these funds. It will place the local home-financing institutions in position to supply long-time mortgage credits. "Repairing, remodeling and construe I tion activities can provide substantial | employment for thousands of men. This Activity waits upon credit which will be furnished by the home loan bank system. Delayed Action Deplored. ‘‘The need for such a system has been apparent since 1919, when pro posals originating in the Department of Labor under Secretary W. B. Wilson were considered by Congress. Build ing and loan leaders feel that had such a system been established earlier much of the distress which pow faces the home owner and the small saver might have been avoided.
